Eligibility Requirements for Schools • Located in New York State (NYS) • Approved by the State Education Department (SED) to offer undergraduate degree programs • Participate in the NYS Tuition Assistance Program (TAP) • Offer a program of part-time study • Have a tuition charge of at least $100 per year for programs of part-time study
Institutional Application to Participate • Applications available on HESC website prior to the start of each academic year • Complete, sign and return to HESC by specified deadline for the academic year • School must designate a contact to serve as the institutional representative for the program • By submitting the application, the school agrees to adhere to the regulations and guidelines governing the program
Institutional Allocation • APTS is funded by a New York State annual appropriation, which is allocated to participating institutions • School receives notification of program funds available for the coming year prior to the fall term • Allocation amount determined by the previous fall part-time enrollment figures provided by the State Education Department
Institutional Allocation • Funds not used during the academic year revert to the state and cannot be used during a subsequent academic year • A reallocation of APTS funds, within sectors, is permitted
Student Application Process • Applications and instructions are available to schools on the HESC.ny.gov portal • A student must file a complete application with the institution for each academic year in which an award is sought • Institutions must retain student application forms for five years following the academic year • No final awards may be made until action on the budget is complete

Student Eligibility • Have graduated from high school in the U.S., earned a GED, or passed a federally approved "Ability to Benefit" test • Not be in default on a State or Federal student loan • Not be in default of any repayment of state awards
Student Eligibility • Enrolled as a part-time student • Be matriculated in an approved program of study in a NYS post-secondary institution
Student Eligibility • Be in good academic standing • Have received a cumulative passing average of a “C” after having received the equivalent of two full years of State sponsored aid. • Be charged at least $100 tuition per year • Not have exhausted TAP eligibility • Meet income eligibility limitations
Income Limitations • D= Dependent- income cannot exceed $50,550 • I= Independent-income cannot exceed $34,250 • C= Independent with dependents- income cannot exceed $50,550
Good Academic Standing • Satisfactory Academic Progress (SAP) • Pursuit of Program (POP)
Satisfactory Academic Progress • Student must earn, successfully complete, a minimum number of semester hours of credit, with a minimum grade point average • Must be checked every second semester • A second half payment is added to the first to become a whole payment • SED must approved SAP standard
Non-remedial Student SAP • First award year 2010-11 and thereafter must meet SAP requirements enacted in 2011 • First award year 2007-08 through 2009-10 must meet SAP requirements enacted in 2006
Non-remedial Student SAP • First award prior to 2006-07 continue to be subject to SAP requirements approved by the Commissioner of Education at that time • Institutions may choose to adopt for all students standards mandated in Education Law by requesting State Education Department approval
Remedial Student SAP • Students meeting the definition of "remedial student" are not subject to 2011 SAP standards • Use 2006 requirements
Definition of Remedial • Scores on college placement exam indicate need for remediation for at least two semesters, as certified by the college and approved by SED; or • Enrolled in at least six semester hours of non-credit remedial courses, as approved by SED, in the first term they received a TAP award; or • Is or was enrolled in an opportunity program (HEOP, EOP, SEEK CD)

Pursuit of Program (POP) • A student must earn a passing or failing grade in a percentage of the minimum course-load in each term an award is received • Must meet requirements every semester
Determining POP • Each payment counts • During each term of study in first year award is received, student receives passing or failing grade in at least one half (50%) of the minimum amount of study required • During each term of study in second year award is received, student receives a passing or failing grade in at least three fourths (75%) of the minimum amount of study required
Determining POP • During each subsequent term of study for which award is received, student receives a passing or failing grade in no less than the minimum amount (100%) of study required
Beneficial Placement • Beneficial Placement • Number of credits earned or number of payments received, whichever is more beneficial
Reinstatement of Good Academic Standing • Making up SAP at own expense • Absent for period of six months • Transfer to another school • Waiver
Waivers • One time Waiver of Good Academic Standing • C-Average Waiver
TAP Payment Points • Point system monitors number of payments • APTS recipients use TAP undergraduate points • APTS recipients use three (3) points per term at a semester school, two (2) points at a trimester/quarter school • Equivalent of four years of TAP payments for undergraduate study

Deadlines • Recipients within 45 days of add/drop date • Certifications within 45 days of end date • Post Certification Changes within 30 days of the processing of the reconciliation report. • A revised reconciliation report will be generated after changes have been processed
