Festus Arrives in JerusalemActs 25:1 Festus was from a noble family. He was known to be wise & honorable and was diligent to take action Festus lacked knowledge & experience in Jewish affairs
The Accusations & Plot of the JewsActs 25:2-5 With the change in governors, killing Paul was still a top priority for the Jewish leaders They ask for Paul to be brought to Jerusalem for trial – to be ambushed Festus had other plans & invites them to Caesarea to prosecute Paul

Conclusions Paul did not refuse to appear Paul took advantage of every opportunity to proclaim the gospel. Paul was faithful even in the midst of injustice – so must we.
