  2. Definition • Emploment exchange have been define as the special offecies set up for bringing together as quickly as possible those workers who are in need of jobs and those employers who are looking for workers .

  3. INTRODUCTION • It is an organisation of employment market. • To bring about adjustment between supply and demand for lobour. • An emploment service cannot increase the quantum of emploment.

  4. HISTORY • International LabourOrganisation in 1919. • Royal Commision on labour. • Lobour Exchange in 1936. • The Kanpur Lobour enquiry committed 1938, • the textile labour enquire committee,bombay • The lobour investigation committee 1936. • National labour service tribunal in 1940 • Directorate general of resettlement&emploment 1945

ROLE OF EMPLOYMENT EXCHANGE • Unemployment reduces • Labour get job in shorter time. • Offer advice &guidance to persons seeking jobs. • Arrange training for jobs where training facilities do not exist. • As the service is provided free of charge,all person can take advantage of the facilities.

  6. Increasing mobility of labour • Two types of mobility can be considered • GEORGRAPHICAL MOBILITY: person in one place can move to other place. • OCCUPATIONAL MOBILITY: persons who are already employed can register for jobs offering more payment.

  7. OBJECTIVES • To assist employment seekers in finding jobs. • To find out alternative employment to surpluse or retrenched labour. • To serve employers in selecting suitable workers to fill up different types of vacancies. • To study prepare occupational details .

  8. To advice government on manpower problem. • To increase the occupational mobility • To facilitate the geographical mobility • To assist public &private bodies in social & economic planning

  9. FUNCTIONS • Collection of information about manpower & jobs. • Vocational training & occupational guidance. • Standardisation of nomenclature & classification of occupation. • The placement of workers. • Appraisal of needs &review of existing schemes.

  10. Increase mobility of labour &reduce unplanned migration. • Undertake welfare &social secruity programmes. • Eliminate corruption • Liaison work • Eliminate evils of a casual labour market.

  11. DEFECTS • Limited staff • Uncertain future • Limited activities • Lack of participation of state • Lack of sympathy of private employers • Failure to recommend suitable workers

RECOMMENDATION • The organisation should be placed on a permanent basis. • It should continue to operate for both employers and workers without any charge. • There should be centralised co-ordination and supervision. • The committee recommended for the introduction of aptitude and trade testing programme. • It also recommended for the introduction of employementcounsellingprogramme. • Vacancies for unskilled workers should not be formally ragisterd,nor should any formal submission be made. It should be brought to the employment seekers by announcement or other means.
