Pine Hills Improvement Brownfields • $400K from EPA, 3 year grant • To assess both petroleum and hazardous waste sites • Goals: • identify the brownfield sites that exhibit redevelopment potential • quantify their associated risk to human health, safety and the environment, and • position them to move forward through the remediation and redevelopment process
Pine Hills Improvement Brownfields • 24 sites identified for Environmental Site Assessments • Anticipated at least 4 properties will reveal contamination • Analysis of Brownfield Cleanup • Alternatives will be completed in the third year of the grant • Redevelopment possible after completion

Pine Hills Improvement Neighborhood Improvement District Ord. 90-23 imposes very high standards for local government NID to levy either assessments or ad valorem taxes: • Unanimous vote of all members of BCC • Special referendum approval requirements • Notice of referendum from Supervisor of Elections by mail and by publication in newspaper • Mail –in ballots • Approval by commercial property owners representing more than 50% of assessed value of property in district
Pine Hills Improvement Neighborhood Improvement District • Option 1 • Ordinance authorizes special assessment and/or ad valorem tax • Subject to unanimous vote and referendum of property owners • Option 2 • Ordinance does not authorize special assessment and/or ad valorem tax • Ordinance can be amended a later time • Amendment would require a unanimous vote • A public hearing would be required • A referendum of property owners required
