  1. Nuts & Bolts of Community College Internships Brook Oliver Coordinator, Career Connections/Internships Sierra College

  2. Sierra’s Internship Program • Specifically chose “Internship” as philosophical statement of intent and purpose (offering ‘only occupational’ work experience, no general) • Central internship office • One full time faculty coordinator/counselor /instructor, one F/T support, 2 students • Two-tiered program: Career Exploration & Advanced • Career Exploration: through Career Connections /Personal Dev. Dept. • Advanced (95-level)—within disciplines; standardized curriculum (webcms.sierracollege.edu : search in Public Access for R.E. 095 for example)

  3. More about Sierra…. • Require one other class, 2.0 GPA and continuing student status • Serve about 150 students per year. • Mandatory Orientation for students by Career Connections • Mandatory Training for Faculty • 29,000 headcount, covers 2 counties and 3200 square miles, “one college”—four campuses

  4. Legalities (must-do’s) • Title 5, Education • Division 6 California Community Colleges • Chapter 6. Curriculum and Instruction • Subchapter 3. Cooperative Work Experience Education • 55250-55257 Title V establishes the regulations under which your program can be established (the main parameters—non-negotiable) website: www.calregs.com

  5. District Plan • §55250 “Any program of CWEE…shall conform to a plan adopted by the district. The plan…shall set forth a systematic design of CWEE whereby students, while enrolled in college, will gain realistic learning experiences through work. This plan shall be submitted to and approved by the Chancellor.”

  6. How to Write a District Plan • A template is being developed! • Follow list of requirements in regs. • Address each piece, in order. • Take through Shared Governance on-campus • Submit to Chancellor’s Office first, then to your Board (in case changes are req’d.)

  7. Types of Programs • General vs. Occupational • Work Experience vs. Internship • Parallel vs. Alternate Plan (changed!)

  8. Units/Hours • UNITS: All types combined—up to a total of 16 semester/24 quarter units—no repeatability restrictions • General: maximum of 6 sem./ 9 qtr.(going away) • Occupational: maximum of 16 sem./24 qtr. • HOURS: • Paid 75 hours/unit (50 hrs/unit — qtr.) • Unpaid 60 hours/unit (40 hrs/unit — qtr.)

  9. Student Qualifications • Pursue a planned program of CWEE which includes “new and expanded” responsibilities or learning opportunities—beyond those experienced during previous employment. • Have on-the-job learning experiences that contribute to their occupational or educational goals. • Have faculty approval

  10. College Duties District shall provide below services at least once each qtr/semester for each student enrolled.* • Learning agreement • Site visit (new provisions—out by Aug. 2009?) • Written evaluation • Consultation with student • “Share” responsibility for on-the-job supervision *District-based allowances for no “in person” visit and/or qualified adjunct faculty may be hired for a placement that is out of the region.

  11. Forms & Files • Unit amount • Place of employment • Type of job • Basis for determining General vs. Occ. • Work permit (if applicable) • Time sheet, signed by employer • Learning objectives (signed by all) • Site visit documentation • Consultation w/student documentation • Evaluation of learning objective achievement • Final grade • --see sample forms

  12. Employer Responsibilities • “Job Learning Station” = placement site = employer = supervisor • “Share” responsibility w/District for on-the-job supervision • Agree to intent and purposes of CWEE and learning objectives • Offer “reasonable probability of continuous work experience” • Provide adequate supervision, facilities, equipment and materials for achieving learning objectives • Comply w/all applicable federal & state regulations.

  13. Paid vs. Unpaid—Federal regs • The Six Criteria • Rochelle Kaplan • NACE (if member) • See “Parameters for Internship Placements” (Sierra College) handout

  14. Other Caveats • Child Labor laws enforced • Workplace can be outside district lines • Including district-paid positions • Self-employment is allowed if: • Someone is identified and approved by faculty to serve as the “employer”—must assist in identifying objectives, evaluating objectives and certifying hours worked.

  15. Points for Success • Establish written policies & procedures Put expectations in writing (all parties) • Marketing (students, faculty, sites) • Site recruitment/training • Appreciation (certificates/letters/scholarships) • Evaluation (students & sites) • Toot your horn!(press releases, reports, memos to Deans, presentation to campus groups)
