Legislative Purpose Performance” (1) Support State Public Postsecondary Institutional Efforts to Remain Competitive and Increase Overall Effectiveness and Efficiency Through Attainment of Specific Measurable Performance Objectives Aimed at Improving College Completion Rates, Future Workforce Needs, and Economic Development. (2) With Performance Considerations, Institutions Will be Granted Limited Operational Autonomy and Flexibility In Exchange for Objective Attainment. Planning, Assessment & Research ‘10

  3. Legislative Purpose Implementation Institutional Performance Agreements Signed by Campus CEO With Management Board Concurrence. Performance Agreements to Include, But Not Limited to The Following Conditions Requiring Limited Autonomy: • - Ability to Increase Tuition - Ability to Spend Annual “Carry Over” Funds - Facilitate Information Technology Procurements - Adherence to State Travel Regulations Planning, Assessment & Research ‘10

Legislative Purpose Quantitative Performance Measures Measurement Criteria Targeted: Specific Short Term and Long Term Measures That the Institution Will Submit Actual Annual Data for Each Targeted Measure. Progress Will be Measured Against Established Benchmarks and 6-year Performance Targets. Tracked: Specific Measures in Which Institutions Are Required to “Improved” or “ Increase”. Tracked Measures May be Converted to Targeted Measures, Requiring Annual Benchmarks and 6-year Performance Targets, After the Institution Submits the First Annual and Subsequent Reports.   6. Legislative Purpose Quantitative Performance Measures Measurement Criteria Descriptive: Measurements That Do Not Require Quantitative Annual Benchmarks or 6 Year Performance Targets. Institutional Progress Will Be Measured Using Descriptive Data in Conjunction With Information Provided In the Annual Narrative. Narrative: Two Page Annual Report Which Summarizes Attainment Activities for Objectives Listed in Campus CEO Performance Agreements. Planning, Assessment & Research ‘10

  7. Legislative Purpose Student Success Management Boards: Implement Policies to Achieve Cohort Graduation Rates and Graduation Productivity Goals Which Are Consistent with Institutional Peers. Performance Measures - First to Second and Third Year Retention Rates - Fall to Spring Retention Rate - Same Institution Graduation Rate - Graduation & Award Productivity - Statewide Graduation Rate - Percent Change in Program Completers - College Preparation Partnership with High Schools - Licensures, Certifications & Related Work Keys Certificates Planning, Assessment, & Research ‘10

Legislative Purpose Articulation & Transfer • Phase In: Increase Admission Standards and Other Necessary Policies By The End of FY 2012 to Improve Student Retention and Graduation Rates. • Performance Measures • - Matriculation Performance: Comm./Tech. College Transfers • - Comm./Technical College Referral Agreements • - Implementing Articulation & Transfer Agreements • Emphasis: Maintaining a Seamless Academic Service Delivery • System Which Supports, Student Access, and • Academic Persistence. Legislative Purpose Workforce & Economic Development Eliminate Academic Programs Offerings With Low Student Completion Rates as Identified by the Board of Regents and Not Aligned With Strategic Workforce Needs of the State, Region or Both as Identified by the Louisiana Workforce Commission. Performance Measures - Programs Eliminated, Modified or Added - Percentage of Programs Aligned with Workforce & Eco. Dev. - Distance Learning Course & Program Offerings - Percent of Completers Employed* - Increasing the Performance of Associate Degree Transfers** * Will Involve State Department of Labor ** Similar to Articulation &Transfer Performance Category Planning, Assessment, & Research ‘10

Legislative PurposeInstitutional Effectiveness & Accountability Management Boards: Establish a Schedule of Non Resident Tuition Increases That Are Not Less Than The Average Tuition Amount Charged to Louisiana Residents Attending SERB Peer Institutions. Performance Measures - Total Tuition & Fees Charged to Non-Resident Students - Centers of Excellence: Favorable Regents’ Assessment - Centers Aligned With Current/Future Eco. Dev. Principles of Accreditation Reporting Requirements Institutional Report Submission: BOR ,The Legislative Auditor, and the Legislature Containing Certain Organizational Data, Including But Not Limited to, the Following Indicators: - Number of Students By Classification - Number of Instructional Staff Members - Average Class Student -to - Instructor Ratio - Average Number of Students Per Instructor - Number of Non. Instructional Staff In Academic Areas - Number of Staff In Administrative Areas - Organizational Charts Depicting Departments/Personnel - Salary Listings of Personnel With Historical Information* * Base Year June 30, 2008 Planning, Assessment, & Research ‘10

Legislative ImplicationsSUSLA’s Assessment Paradigm • Five Year Program Reviews :Performance Attainment Activities In Support of Institutional Initiatives and Consistent With Statutory Requirements as Outlined in the Grad Act. • Annual Institutional Effectiveness Reports: Instructional and Non-Instructional Units Required toEstablish Annual Performance Objectives In Support of Institutional Initiatives, Consistent With University Mission , Intergovernmental Support Programs Academic Program Accreditation Requirements and The Grad Act. • Commencing The FY 2010/11 Reporting Period, (IE)Reports Must Include Evidence of Tracked Performance Measures As Outlined In Campus CEO Agreements.
