Introduction The current situation • JAR-OPS and JAR-FCL are in their ‘cruise phase’ • But – with a ‘high drag’ configuration. Why? Because: • Incomplete implementation • Causing uneven application of the Mutual Recognition concept • Quality of ‘standardisation’ • Continuing concerns over external threats instead of an evangelistic approach - (the overseas question) • Uncertainty because of Transition to EASA – 2 issues • Timing • Status of non-EU JAA Member States 2 » the JAA System contribution and cooperation of Member States
Introduction Responsibility • What are our responsibilities in such circumstances? • Keep our nerve • the JAA system must and will survive and flourish for a while longer • Steer a steady course • maintain our momentum; continue with our vital tasks of implementation and standardisation • Maintain the stability of the JARs • improvement through NPA, but no radical change • Continue to work on the effective development and implementation of JAR-FCL and OPS. Introduction What do we mean by Mutual Support ? • Linear view • Remove the break between Licensing and Operations • Flight Standards • Operations and Licensing + Training, interwoven and integral to its strength. 7
Introduction Mutual Support • Consider • Type conversions (TRTO concept) • Type rating determination (JOEB) • Use of synthetic training devices (STD codes) • ZFTT (joint approach) • Licensing and Operator checks (another possibility for a joint approach) • ICAO Annex 1 and 6 8 » The licence and rating system is the means by which minimum international standards of pilot competence are assured. » One of the foundations on which international Commercial Air Transport is built
Introduction Todays Programme • We will try to characterise the issues in a way that demonstrates the JOINT nature of our business. • We will put forward where we can JOINT proposals or solutions or solutions that project the MUTUAL SUPPORT concept. • We will ask you to endorse this approach and to actively support it in your own NAA or operation. 9

Introduction Summary • Licensing and Operations are not separate specialisations: • they are integral and interwoven aspects of Flight Standards which underpin Safe Flight Operations • Forget the Linear view of Licensing / Operations instead use the concept of Mutually Supporting Codes • Continue to support the full implementation of the JARs • Don’t forget the interface points, items and issues • Adopt a positive and cooperative approach to find solutions in place of a competitive one • Remember it is time for : `A Fresh Start ´ 11
