Illegal Immigration • The Benefits, why America Relies on it,and why we must find a solution
Illegal Immigration • Beneficial to American citizens as well as immigrants • Our reasons: • They pay taxes like citizens do • They fulfill jobs that Americans won’t • They decrease the cost of products for Americans • They create jobs for Americans • The bring rich cultural diversity to America
Illegal Immigration • Our country is founded on the principles of immigration • We as a country rely on illegal immigrants • This doesn’t make illegal immigration right; however, it is not right for our government to suddenly deport every illegal immigrant after allowing illegal immigration to occur so successfully for so long either. • The economy would suffer greatly • There is no simple, straight-away solution • We hope to show why this is and to propose possible solutions
Legislation • Naturalization Act of 1790 (Bolger) • Amendment 14 (Bolger) • Chinese Exclusion [Act 1882] (Bolger) • [Emergency] Quota Act of 1921 (Bolger) • Immigration Act of 1924 (Bolger) • 1965 Hart-Celler Immigration and Naturalization Act (Bolger) • Immigration Act of 1990 (Bolger) • Secure Fence Act 2006 (Bolger)
Legislation • President Bush’s Immigration Policy (LeMay) • Doubled the funding for border security- from $4.6 billion in 2001 to $10.4 billion in 2009 • Increasing in amount of border patrol agents from 9,000 to more than 12,000 by the end of 2008 • Updated technology at our borders such as new fencing and vehicle barriers • Apprehended and sent home more than 6 million people entering America illegally; and • We are adding thousands of new beds in our detention facilities, so we can continue working to end "catch and release" at our Southern border.
‘Give me your tired, your poor, Your huddled masses yearning to breathe free, The wretched refuse of your teeming shore. Send these, the homeless, tempest-tossed, to me: I lift my lamp beside the golden door.’
Illegal • It is a form of patriotism to change laws that are wrong • Precedence Laws must be worked out through the court system (slavery, women’s rights)
Labor Force • 1999: 1% of work force (legal and illegal) (Furchtgott-Roth) • 2004: 0.4% of labor force (Furchtgott-Roth) • Filling the unskilled portion of the labor force has fallen from 7.6 to 6.9 since 2005 (Furchtgott-Roth) • Immigrants increase the work force
Illegal Immigrant Consumer Spending in America • Deporting Illegal Immigrants would cost between $206 and $230 billion (The Economic) • The United States would lose $551.6 in annual spending (Immigration Policy) • The United States would lose $245 billion in annual economic output (Immigration Reform)
Illegal Immigrant Consumer Spending in America • Federal and states treasuries would lose the revenue they now receiver from unauthorized taxpayers (Immigration Policy) • The Social Security Administration cannot identify undocumented workers, but keeps track of the earning of all workers who have mismatched or invalid Social Security in the so-called Earning Suspense Files (Immigration Policy)
Illegal Immigrants Pay Billions of Dollars in Taxes • Pay the same taxes that all U.S. Residents pay. (US Chamber of Commerce) • Provide employers w/ counterfeit documents. • Payroll, Federal Income, Social Security, and Medicare. • $586 billion earned suspense file (Unmatched Social Security Administration Contributions). (US Chamber of Commerce) • Growing by 66 billion a year. • Many undocumented immigrants obtain Tax Identification Numbers. (US Chamber of Commerce)
Illegal Immigrants Pay Billions of Dollars in Taxes • Taxes on purchased goods and services as well as property taxes. (US Chamber of Commerce) • A 2006 study in Colorado alone, undocumented immigrants paid between $159 million and $194 million through state and local sales, property, and income taxes. (US Chamber of Commerce) • Another 2006 study in Georgia, the undocumented family contributed between $2,340 and $2,470 in local and state sales, property, and income taxes. (US Chamber of Commerce) • A 2007 study showed undocumented workers paid between $134 and $187 million a year in taxes. (US Chamber of Commerce) • Their employers contributed an additional $97 to $136 million a year in taxes. (US Chamber of Commerce)
Illegal Immigrants Pay Billions of Dollars in Taxes “If all the undocumented immigrants were removed from the country, the immediate negative effect would be $1.76 trillion in annual lost spending and $651.51 billion in annual lost output.” –U.S. Chamber of Commerce Because illegal immigrants pay billions in yearly taxes for services they rarely receive, they benefit the U.S. citizen.
FairTax Provisions • Eliminate federal income tax • Replace with single national consumption tax on retail sales • Levied once at point ofpurchase • To combat regressive nature, consumers are applicable to receive a probate to eliminated taxation on necessities
FairTax Benefits • Tax Inclusive – self price is final price • Would allow/ensure illegal immigrants to pay taxes because taxes would be based on consumption, not undocumented income • This would lead to a push toward becoming citizens in order to legally collect states and federal benefits without fear of deportation or imprisonment • Other underground industries where tax money is lost: • Illicit drug market • Construction and landscaping work paid “under the table” • Billions of dollars currently lost on Internet and catalog sales • Other independent contractors
FairTax Benefits • Lack of reporting • Vast majority of retail sales occur in major retail outlets like Wal-Mart • This means we’ll have vastly fewer taxpaying entities (14 million rather than more than 100 million) on which to focus our enforcement efforts • Hundreds of thousands of otherwise unemployed IRS agents, accountants, and tax attorneys to enlist to enforce a single tax on the 14 million
FairTax Criticisms • President’s Advisory Panel for Federal Tax Reform estimate: • Probate program would cost approximately $600 billion- more than all budgeted spending on the Departments of Agriculture, Commerce, Defense, Education, Energy, Homeland Security, Housing and Urban Development, and Interior combined in 2006. • Joint Committee on Taxation – income tax deductions, tax preferences, loopholes, credits, etc. under current system was estimated to cost $945 billion.
Differences in Tax Rates between Federal Income Tax and FairTax • Where does loss of tax revenues from lower average tax rates come into play?
Tax Costs Outweigh Benefits • Federal taxes from illegals equaled approximately 11 a year between 1996 and 2003 (Illegal immigrants) • Huge support for social security (At tax time) • Sales tax (Gaona)
Illegal Immigrants Steal Jobs • Unwanted Jobs • Jobs That Would
Crime • A 2007 study by the Immigration Policy Center found that Immigrants (legal and illegal) are less likely to commit crimes or be incarcerated than U.S. Citizens (Unz) • Data from the census and other sources show that for every ethnic group, incarceration rates among young men are lowest for immigrants, even those who are least educated and least acculturated. (Unz)
The Dark Side of Illegal Immigration • It makes use of absences of evidence to prove that illegal aliens commit lots of the crime the crimes by saying things such as “because NOBODY IS TRACKING IT” (Wagner) • It misspells the name of one of it’s sources, the Pew Hispanic Center, as the “Hew Hispanic Center”(Wagner)
The Dark Side of Illegal Immigration • It tries to combines data from these 2 incompatible sources. One is a map of crime rates while the other is a map of percent of foreign population that is undocumented (Wagner)
The Dark Side of Illegal Immigration • It makes frequent use of a non-representative sample such as the case of “Juan Leonardo Quintero” (Wagner) • Many of its sources are dead links or quotes from non-experts such as Dr. Madeleine Cosman, a medical lawyer talking about sexual predators (Wagner)
The Dark Side of Illegal Immigration • When it talks about illegal aliens in prisons, it makes a huge mistake in interpreting the data. (Wagner) • It cites a source that tells about the prison population of criminal aliens. The source says that criminal aliens are simply non-citizens that have been convicted of crimes; however, The Dark Side of Illegal Immigration claims that these are illegal aliens in a blatant distortion of their source (Wagner)
Fair • According to the Anti-Defamation League “Is FAIR Unfair?” was founded by the Pioneer Foundation which gives money to groups that they see as supporting eugenics and that the notion that blacks are genetically inferior to whites. (Baumgarten) • According to the Southern Poverty Law Center in Principals of the Federation for American Immigration Reform have been criticizing immigrants for 20 years Dan Stein, the President of FAIR, said this in 1997 “ Many of them [immigrants] hate America, hate everything the United States stands for. (Stein)
