Partnership Approach • Set up an LSP CCI Officers Group • Share good practice and information • LAA- emphasis on partnership working • Develop a multi agency approach- cost effective and coordinated • Streamline CCI Approach
Why do we need a Partnership CCI Framework? • There are a number of Partner documents that set out standards, guidance and principles for consulting and involving. • These include the good practice documents: • Rotherham Compact (commendation from the Yorkshire and Humber Government Office) which sets out shared standards for engaging the voluntary/community sectors, and • the Council’s CCI Framework (identified as a case study on IDEA’s website and the Consultation Institute website).
National Context • Requirement from the LGWP (still awaiting guidance from DCLG)- devolve more power to Parishes at Neighbourhood level • Community Empowerment Commitments • Duty to Involve • CAA
Benefits of Partnership working • LAA • Partners can have 1 Document with common CCI standards to aspire to • Partners have a long and strong history of consulting and involving in partnership, • and are involved in a wide and growing number of CCI activities
LSP The Framework has been developed by RMBC in partnership with • Rotherham PCT • South Yorkshire Police • Rotherham District General Hospital • VAR (Voluntary Action Rotherham) • REMA (Rotherham Ethnic Minority Alliance) • Rotherham Chamber
LSP • The Framework was agreed by the LSP Board on 21st January 2008 • Allowed the Framework and the action plan to be evolving documents, so they can also incorporate the LGWP (Local Government White Paper) commitments in the future
Implementation • Performance Management Framework • Broken down into 4 COI • BME Communities • Older People • Children & Young People • Disabled People
Implementation The new 6 themes to deliver the Action Plan are: • Improving quality, effectiveness and coordination of CCI, • Raise awareness of the principles of effective consultation and community involvement, • Ensure that all communities are involved, • Service and Policy Improvement and • Performance Management • LGWP Challenges
What are we doing? • Developing a database which provides information about CCI and evaluating the impact • CCI Annual Plan and CCI Annual Review captures the Duty to Involve protocols such as coordination and impact
Future Challenges • Promote Duty to Involve standards within Council and Partners • Ensure we monitor and evaluate the progress through the Partnership CCI Framework • Work alongside the Duty to Cooperate and the emerging LAA
Future Challenges • Work toward embedding a culture of achieving a positive outcome for people and places through • effective quality assurance of CCI • service improvements • The CCI Database can be a key mechanism to ensure that we capture the impact of CCI • Better feedback to citizens and service users
