ARRA Basics • Signed into law on February 17, 2009 • “Spending” and Tax Relief • Bipartisan (sort of) • Intended to “quickly” stimulate economy • “Stings” are attached • $4 Billion for SRF and $2 Billion for DWRF • $1.38 Billion for RUS • Final Federal guidance issued March 2nd
What Does Michigan Get? • “Only” $168.5 million for the SRF • “Only” $67.5 million for the DWRF • The ability to address only a small fraction of the over 3000 ($4 Billion) apparently “shovel ready” water and sewer projects submitted to the Governor’s inventory.gov • The challenge of efficiently “splicing” additional requirements into a well established program
ARRA Requirements for SRF and DWRF • All SRF/DWRF funds must be obligated before February 17, 2010 • At least 50% of the funds must be used for “additional subsidization in the form of principal forgiveness, negative rate loans or grants” • At least 20% of the funds must be used to address “green infrastructure, water or energy efficiency improvements or other environmentally innovative projects” • Davis Bacon prevailing wage requirements apply • Requires “all of the iron, steel and manufactured goods used in the project are produced in the United States”
Michigan’s Utilization Plan • Press release and notification yesterday • Substantial principal forgiveness on each project • First to projects on the FY 2009 Project Priority Lists (48 SRF and 16 DWRF) • Remaining ARRA funds available for 1st Quarter FY 2010 PPL projects • Amended Intended Use Plans to be public noticed next week • May1 (DWRF) and July 1 (SRF) Project Plan submittal deadlines for FY 2010 PPLs
