Description of the Project • Two separately owned and operated natural gas fueled 44 MW combustion turbines with ancillary equipment to be constructed adjacent to existing power plant • Noise wall construction reduces noise levels • Construction of near GEP stacks and Selective Catalytic Reduction (SCR) to mitigate air impacts, in compliance with LAER, Lowest Achievable Emissions Rate • State of the Art technology to reduce existing air and noise impacts
Construction of: • 2 Natural Gas fueled Power Plants, clean – state of the art – technology, one owned by the Village to serve native load and one merchant facility • Cooling Tower replacement for Village of Freeport • Gas supply line from KeySpan to two power plants • Electric Interconnection from 2 power plants to New Switching Station • Switching Station to connect Village of Freeport and PPL to LIPA and the rest of LI
Village of Freeport Plant and Merchant Plant • independent/separate facilities • Natural Gas-fueled Combustion turbines • Air Pollution Control Equipment • Ammonia scrubbing equipment • Low Sulfur Fuel for back-up use • shared facilities • Secondary containment system (with existing tanks) • Noise Wall • Natural Gas pipeline and Electric Transmission line, however will meter separately
SEQRA – Unlisted Action vs. Type 1 Action • “Determination of Significance” Positive Declaration or Negative Declaration? • Unlisted doesn’t require Coordinated Review • Type 1 require Coordinated Review • The Village as Lead Agency is performing a Coordinated Review
Purpose of SEQRA To incorporate the consideration of environmental factors into the local agency’s decision-making process at the earliest possible time
What is an EA? • An EA is an evaluation of the known or potential environmental consequences of a proposed action • EAs help involved and interested agencies identify their concerns about the action and provide guidance to the lead agency in making its determination of significance

Environmental Issues • Natural Resources, including wetlands, restored to better than existing conditions • Water Resources – no impact • Storm Water Management – no impact • Coastal Zone Management/Coastal Storms
Construction Impacts – Temporary • Warehousing, Noise Abatement and Traffic Abatement Procedures Implemented
Determination of Significance The project conforms to standards designed to protect the environment and appropriate design parameters have been imposed to ensure standards are enforced
Negative Declaration No significant impact is expected to occurto: air, land resources, visual resources, groundwater resources, surface water, cultural resources, open space and recreation, transportation, energy and public health. Furthermore, no significant noise and odor impacts are expected
