GENERAL INFORMATION MEETING FAIRFAX LEADERSHIP ACADEMY PUBLIC CHARTER SCHOOL APPLICATION Fairfax County Public Schools June 12, 2012
Virginia Charter Schools • Virginia authorizes local school districts to establish public charter schools to serve students within their districts • VA charter schools are funded by local districts according to the district’s overall average cost per student • Approved charter schools may receive additional funding from public and private grants • Charter school employees may, or may not be employees of the local district, as decided by the local school board
Charter School Authorization • The state Board of Education first determines whether the proposal meets the state’s technical criteria • The local school board has the final authority to approve or disapprove a proposed charter school, although – • The applicant may request reconsideration and provide new or revised information addressing issues raised in the local district’s evaluation of the proposal
Current Status – Fairfax Leadership Academy (FLA) Proposal • FLA submitted its charter school proposal for state review onOctober 28, 2011 • The state Board of Education determined on April 25, 2012 that the FLA proposal complied with the state’s technical criteria • FLA submitted it’s formal charter school application to Fairfax County Public Schools (FCPS) on May 30, 2012 • The proposal submitted to FCPS was significantly revised from the one found in compliance by the state (contents highlighted later in presentation)
FCPS REVIEW PROCESS • FCPS Policy & Regulation 1400 guides the FCPS charter school review & decision process – see: • http://www.boarddocs.com/vsba/fairfax/Board.nsf/files/8DBJG54D0FC7/$file/R1400.pdf • Staff role is to neither advocate for, nor discourage establishment of charter schools • Provides School Board technical advice on the workability of the proposed school (details later in presentation) • Purpose of this meeting is to ensure public is informed and able to contribute to decision process • More on public participation later in presentation

FCPS REVIEW PROCESS • This summer, FCPS staff will conduct a technical review of the FLA proposal covering such considerations as: • academic soundness • financial feasibility • operational & management effectiveness • impact on its own students & families • impact on other FCPS students, schools, and the district • parent support for establishing the school
(Tentative) FCPS REVIEW TIMETABLE • September 20, 2012 – FCPS staff presents their technical findings & recommendations to the School Board • October 9, 2012 – FCPS School Board holds a hearing & receives public testimony on the FLA application • October 15, 2012 – School Board conducts its own work session on Superintendent’s FLA recommendation • October 25, 2012 – School Board votes on FLA application • Anytime during process – Public comment received on FCPSFacebookpage
