  7. Why GNC? • GNC is a logical extension of the international Customs role and also of the WCO’s prime charter • It implies ever-closer collaboration by Customs administrations through enabling technology Mr. Zhu

The story so far • GNC 1st Building Block of ‘Customs in the 21st Century’ Strategy, 2008 • Working group started 2009, final report on feasibility to WCO Council June 2012 • Includes a business model, IT architecture, legal rules, governance principles and capacity building • 2 tracks build on what is in place • Utility Blocks are the breakthrough concept • Model based on Protocol, Standards and Guidelines Mr. Zhu

The Way Forward • Move from Formative to ‘Proof of Concept’ Phase • Pilots testing the GNC components (2 years+) • Slow build up of Utility Blocks • Evaluate and take stock (around 2015) • Move through bi-lateral to multi-lateral to plurilateral • Organically grow C2B and C2G capability • Achieve C2C critical mass (before 2028) • Thereafter………who knows?

Manos a la Obra • México con 17 Acuerdos, Bilaterales y Multilaterales, que abarcan más de 70 países, cifra que nos posiciona como una de las economías con mayor número de Acuerdos firmados en materia de Cooperación y Asistencia Mutua en Asuntos Aduaneros. • Durante el 2011, se suscribieron Acuerdos con Chile e Italia, y se logró concluir las negociaciones con China e India. Strategic Considerations • Adopt readily available information technologies • Enable existing business systems to map to customs partners using existing commercial systems • Export data should enable export clearance and import cargo release • GNC should engage with and address OGA data requirements • The cost of systems to traders is a decision to be made by each trader and country according to its needs • A WCO role should be to train member customs administrations as needed to send and receive data through the network • The world cannot wait for all countries to embrace interconnectivity Mr. Barone
