Approval of 2000 AGM Item 3 • Treasurers report: read and approved • Chairman's review: representing residents interests • Parliamentary grounds: negotiations underway • Rates action group: updated residents and position of RAG • Boshof gates: continued appeal for assistance in restoration • Traffic control: increase in traffic; timing of traffic lights; increased presence of authorities requested. • Security: investigate motorised security patrol – low level of interest / response by residents • Land use: mandate to committee; FRA’s approach • Air traffic control: slow progress with Helicopter association • Bisset road development: status report • Constitution: requirements of CTC to formally adopt constitution

Approval Minutes of Special Meeting Item 4 • Constitution of the Fernwood Residents Association: was read and approved at a special general meeting on the 21st November 2000 by a duly constituted meeting of residents forming a quorum as required • List of office bearers: reviewed and approved for submission to Cape Town City Council • Chairman's comments on committee's decision with regard to Rates Action Group • Updated membership: 152 members listed alphabetically by name

Chairman's Report Item 5 • Adoption of constitution & acceptance by Cape Town City Council places FRA in a strong position to represent your interests. • Membership has continued to expand with major issues being well supported • Operational issues dealt with by your representative committee each second month. Weekly communication between committee members and residents. • Major points of focus remain: pressure of developers to densify Fernwood, traffic flows and future development (e.g Fernwood Sports Grounds) • Additional resources required to meet future challenges.

  7. Treasurers Report Item 6 • Total membership of the current year at 268 compared to 292 for the previous year. • Total income exceeded expenditure by some R4 800. Membership income this year amounted to R4 920,00 (excluding the 22 prepaid members) bringing the total assets to about R23 800. • Donations from members amounted to about R530 and a special donation of R829,74 was received from Mr Derek Stewart on behalf of the discontinued Protea Arboretum Civic Committee since it seemed sensible to merge the two funds. • A sponsorship of R1 358,60 was received from Sentry Security for the July 2000 Fernwood Newsletter. This brought money received as donations to about R2 720. Total printing costs (including the notice/newsletter for the Special General Meeting amounted to almost R2 000.

Treasurer’s Report Cont… Item 7 • The Road Ahead. • Considering the history of Bisset Road, requiring additional funds of R62 000 to defend the local group of residents against the whims of a developer, I believe it may be prudent to slowly build up our assets to at least some R70 000. • If we optimistically anticipate a membership of some 300 for the coming financial year, it would mean an income of R6 000. This will barely cover the costs of two newsletters a year, which seem to be the minimum required, which is not a healthy state of affairs. It seems prudent to raise our Membership fees from R20 per person to R40 per person in an attempt to build up some kind of reserve. Even so it will be a process taking some 5 years, accepting that nothing untoward happens in/to Fernwood requiring legal action of some kind in the mean time. • In the mean time it would be helpful if our members could become ambassadors to encourage new members to join the FRA.

Land Use Issues Item 8 • Major issues: • Removal of Title Deed Restrictions • Development of vacant land often with application for further subdivision • Development through removal of existing homes with subdivision • Densification through combining above with applications for departure from existing building regulation / minimum setback requirements • Removal of established tree canopy through abovementioned activity • FRA’s position: • Mandate provided by residents as ratified at last years AGM • Engage both developer / representatives & CTC to find an outcome that meets FRA’s mandate & needs of affected residents

Rates Bill – Position Adopted Item 14 • Previous representation at the RAG forum • Considered that the approach being adopted by the RAG overly confrontational and potentially costly due to litigious stance. • Resolved at Special General Meeting in September 2000 to work with the technical committee of the Democratic Alliance and make direct representation to Council.

  19. Nomination for Committee Item 15 • Our constitution requires that the Chairperson, Deputy Chairperson, Secretary and Treasurer retire from office, but shall be eligible for re-election. • Nominations received for re-election: Chairperson - Tony Bell Deputy Chairperson - vacant Treasurer - Barry Lessing Secretary - vacant • Other nominations received to MANCO: John Burdes Oliver Purcell Jonny Myers Olivier Purcell Chris Wolf • New nominations
