Free Medicine – Free Consumables • Government of Maharashtra passed resolution on 7th May, 2013 for implementation "free medicine & consumables" in Maharashtra. • Details guidelines regarding free medicine scheme was issued to all CS and DHO letter dated: 28-02-2014. Some of the silent features are given below:- • Head of institution is responsible for implementation of scheme 2) If outside prescription is given action will taken against concern medical officer that oral & written instructions should be given by DHO & CS to all Medical Officers.
3) Provide updated stock position of medicines & consumables to medical officer conducting OPD. 4) Display of boards prominent places hospitals & all wards 5) At state level centralized call center is established in pune & having toll free no.104 6) For implementation & monitoring of free medicine scheme: District level committee : Civil surgeon Taluka level committee : Medical superitended Meeting : every Tuesday
In year 2013-2014, for 479 medicines, total 934 orders are given. Out of 934 orders supply for 750 orders are completed and supply for 184 is in process • Demand for Medicine and Consumables • As per DHS letter dated 9-Apr-2014, guidelines were given to each districts to send annual demand for 2014-2015 in given excel format. • Demand for medicines is taken for the period of 1.10.2014 to 31.10.2015 • Districts established committee to finalize the demand. • Circlewise meeting with all pharmacy officer of CS and DHO & ADHS of respective circles and rationalized the demand of each medicine.
Procurement of medicines and consumables : • Major part of supply (75%) from Central purchase through State / NRHM funds • 20% medicines through DPDC funds • Medicine required in small quantity (5%) to be purchased through • Local grants given in free medicine scheme • PLA • Cess • Any other local source • Budget for the local purchase were distributed to all Civil surgeons by hospital cell
Procurement of medicines and consumables under DPDC budget: • By DHS letter dated 12-05-2014, guidelines were issued to submit proposals for technical sanctions:- • Willingness were taken from suppliers. • List of such suppliers were provided to all districts along with rates and name of distributor. (Annexure A) • Deadline for submitting the proposal was 19-May. Till date, DHS received proposals from 25 districts. • Annexure B should be submitted to procurement cell so that provided quantity will be deducted from annual demand of districts. • Purchase should be done as per guidelines given in government letter dated:11.02.2013
