  1. Green Lights Program Objectives • Improve Quality of Synchronization in a Short Timeframe • Noticeable Improvements to Motorists • Appropriate Allocation of Green Time • Less Stops and Delays • Fuel Savings and Environmental Benefits

  2. What is Traffic Synchronization? • A Mathematical Method of Optimizing the Movement of Vehicles Along a Roadway or Network • Signal Cycle Length (Typically 120-180 seconds) • Allocation of Green Time to Different Phases (“Splits”) • Timed Stop & Release between Intersections (“Offsets”)

  3. Average-Quality Signal Progression

  4. High-Quality Signal Progression (Goal)

  5. Already Retimed over 950 Intersections: All Major E/W & N/S Corridors Future Areas (In Blue) Require Additional Equipment to Coordinate Signals

  6. Green Lights Retiming Initial Benefits: • Delay Reduction: 15% - 42% • Reduction in Stops: 10% - 32% • Improved Travel Times: 10% - 43% • $14.4 Million/Year Fuel Saved • 300,000 Metric Tons GHG Emissions Reduced • Positive Feedback from Motorists… “…on University Drive… I COULD NOT BELIEVE IT! I went from Southgate Blvd to Broward Blvd, an 8 mile stretch, cruising without stopping. It has never happened in my 22 years of driving on that road!!!” - P. Veliyathil

  7. Next Corridor Retiming Steps: • Our work has just begun…program will continue into the foreseeable future… • Continuous Refinements • Troubleshoot Congestion “Hotspots” • Integrate Minor and Off-System Intersections • Enhanced Field Maintenance • “Traffic-Responsive’ & “Adaptive” Systems

  8. Next Corridor Retiming Steps (Cont’d): Re-timing of Intersecting Roads will be More Complicated… Ultimate Goal: Complex N/S & E/W Cross-Progression: “Basketweave”

  9. Related Efforts: • Modernization of the Countywide Signal System (SEI Program)

  10. New Signal ControlSoftware Will Improve System Performance • More Flexible Timing Patterns • More Reliable – Local Control at Intersections • Remote Monitoring at TMC in Real-Time • Enhanced Incident Management • Improved Priority Operation for Transit Buses (TSP)

  11. Hybrid Deployment of Technologies will Minimize Costs • Digital Communications Network Required • Multiple Interoperable Options Now Available • Digital-Over-Copper • Wireless • Cellular • Fiber Optics

  12. New Software Implementation Schedule • Operational at over 200 Intersections Today • Convert 400 More Intersections by end of 2013 • Remaining 675 Intersections by end of 2015 • Total to be Upgraded = 1,275

  13. New Software Implementation Includes the Following: • Digital-Over-Copper Network Switches/Routers • Signal Timing Database Conversion • Some Copper Cable Replacement w/ Fiber Optics • Replacement of Existing 23 Year Old Mainframe • Cost = $20+ Million Over Next 4 Years
