SiTrkr is ~ complete. Now start to close tasks so that BCWP -> BCWS. Reporting is a bit lax. Note that Obl > BCWS -> cleanup obsolete obligations and de-obligate the Purchase orders. Will be done within ~ 1 month
L2 Subsystems Aside from final installation, all US CMS subsystems are ~ complete save for FPIX. The SiTrkr has just completed all TOB rods and shipped them to CERN. FPIX itself is not yet fully baselined – review at FNAL PMG now – assure US CMS deliverables as defined by the CERN-DOE/NSF MOU..
Contingency As the Project comes to a close, the contingency % will vary wildly. US CMS plans to carry a large % contingency into the end game. Have been restricting new scope strongly until FPIX is ~ assured.

US CMS Endgame Closed tasks are not increasing. L2 managers are not declaring the work completed. Project Office must intervene to close out completed tasks.
Closeout of the Project? • The Project Office has started to reduce the open commitments that are in the POs. These are often obsolete tasks where budget authority was not removed in the MS Project file. • After that cleanup, the Project Office will start to formally close the Purchase Orders because almost all work is done except for FPIX. Reporting on BCWP is not timely. • As a first indication of what the implication might be, we set all tasks scheduled to end before the start of FY06 to 100% complete. • This made BCWP-> 160.4 (0.5 M$, 99% of BCWS) , EAC -> 159.9 (obsolete tasks? EAC falls below BCWS ?), Cont -> 7.3 and CTC -> 2.2 AYM$. This is a best case scenario! Over the next few months the PO will explore closeout in detail.
Full Baseline of FPIX • We have approved the bump bonding contracts after prototype runs which add 0.48 M$ to FPIX • In addition there is 1.18 M$ of M&S and labor at Purdue and Fermilab in FY06 and FY07 that is needed to complete the Project. • Review on Sept. 30 at the FNAL PMG to baseline FPIX completely. • CTC = 2.69 -> 4.35. Cont = 3.84 -> 2.18. This preserves 50% reserve.
Summary • The Project is 98% complete. SiTrkr is now complete, so that only FPIX remains in a construction phase. • The Contingency/CTC is now ~100%. Using current reporting on BCWP and closed tasks that will be reduced to 50% when FPIX is fully baselined on Sept. 29. • The PO is actively moving to close out the Construction Project Purchase Orders and moving to complete CD4-B.
