Massachusetts Public Health Inspector TrainingWastewater Certificate Program (MA PHIT WW) Session 2: Permits and Licenses
Session Overview • Permits • Licenses/Certifications • MassDEP Approvals for Systems MA PHIT- Wastewater Certificate Program, Session 2
Learning Objectives After completing this session, you will be able to: • List required permits and licenses for onsite systems • Describe requirements for the issuance of these permits and licenses • Name circumstances when MassDEP must approve the onsite system even though the Board of Health (BOH) is the approving authority MA PHIT- Wastewater Certificate Program, Session 2
Permits and Approvals • Permits: • Disposal System Construction Permit (DSCP) • Certificate of Compliance (CoC) • Approvals: • Abandonment of System http://sph.bu.edu/otlt/LPHI/MAPHITWW/index.html MA PHIT- Wastewater Certificate Program, Session 2
Permits—DSCP • Required for any and all work performed on an onsite system • Valid for 3 years, in most cases • Issued: • In reference to a property or parcel • In writing • To a licensed individual Can a BOH create their own DSCP? MA PHIT- Wastewater Certificate Program, Session 2
Permits—DSCP • General Classes: • Minor component repair • Upgrade • Expansion (increase in design flow) • New construction MA PHIT- Wastewater Certificate Program, Session 2
Approvals • Abandonment of Systems • Requires “written permission” • Does it require a DSCP? • What gets abandoned? • How? MA PHIT- Wastewater Certificate Program, Session 2
Permits—Certificate of Compliance • Issued by LBOH • Corresponds to DSCP • Only issued: • When work is complete • Inspections and as-built plan assure compliance with all regulations • Signed by BOH, Installer, and Designer • May need additional approvals (such as electrical or plumbing) • Copy to Building Inspector for certificate of occupancy, if required MA PHIT- Wastewater Certificate Program, Session 2
Can a BOH create their own C of C? MA PHIT- Wastewater Certificate Program, Session 2
Licenses and Certifications • Issued by BOH • Disposal System Installer (DSI) • Septage Hauler • Issued at state level: • Soil Evaluator (SE) • System Inspector • Registered Sanitarian (RS) • Professional Engineer (PE) • Wastewater Treatment Plant Operator MA PHIT- Wastewater Certificate Program, Session 2
Licenses-DSI • Issued by the BOH • Requires demonstrated knowledge of system construction • What does your city/town require? • Applications, fees, and requirements will differ from town to town • No statewide licensing • Expire every 1-2 years MA PHIT- Wastewater Certificate Program, Session 2
Discussion Questions There are no statewide requirements for licensing DSIs. What are local ramifications? What are the pros and cons of local control? MA PHIT- Wastewater Certificate Program, Session 2
Licenses—Septage Haulers • Locally issued by BOH for pumping septic tanks and hauling/transferring septage within municipal borders • Similar to DSI (no state licensing) • Communities have varying requirements • Issued annually by most Towns MA PHIT- Wastewater Certificate Program, Session 2
Certifications—Soil Evaluator (SE) • What do they do? • Who’s eligible? • What is BOH role? • Does the BOH have to have SE on staff? MA PHIT- Wastewater Certificate Program, Session 2
Certifications—System Inspector • What is it? • Who’s eligible? • What do they do? • What is BOH role? • What is the timeframe for submission of reports? MA PHIT- Wastewater Certificate Program, Session 2
Certifications—MA Registered Sanitarian (RS) • What is it? • Who’s eligible? • What do they do? • Does the BOH have to have RS on staff? • Are there restrictions on the size of systems they can design? MA PHIT- Wastewater Certificate Program, Session 2
Certifications—MA Registered Professional Engineer (PE) • What is it? • Who’s eligible? • What do they do? • Are there restrictions on the size of systems they can design? MA PHIT- Wastewater Certificate Program, Session 2
Certifications—Wastewater Treatment Plant Operator • What is it? • Who’s eligible? • What do they do? • What is the relevance to Title 5? MA PHIT- Wastewater Certificate Program, Session 2
MassDEP Approval/Permits MA PHIT- Wastewater Certificate Program, Session 2
Session Recap • Permits • Licenses/Certifications • MassDEP Approvals for Systems in rare instances MA PHIT- Wastewater Certificate Program, Session 2
