Background • The Eskom Strategic Grid Planning environment is situated centrally at Eskom’s head office (Megawatt Park - MWP) where Transmission Grid Planners are responsible for the development, compilation and maintenance of the Transmission Development Plan (TDP). • The Eskom Distribution network planning environment is dispersed over 7 regional areas across Eskom. Each regional planning team is responsible for the development, compilation and maintenance of the Dx Network Master Plans and Network Development Plans. • Both planning environments requires the development of standards, processes, guidelines and training, supported by software technologies to drive the standardization of future and developing technologies to integrate with the key receivers and stakeholders.

Assurance and audit activities (technical) • Integration exists with the Network planning Stream under the previous Dx Security of Supply (SOS) project, now Operational Excellence. • Under SOS (and now OE) quarterly assessments of Dx Network Planning Network Code compliance have been performed to track Network Development Plan (NDP) production and Code Compliance. • The assessments are being extended to also include tools and systems conformance and utilisation. • Integration is performed with the Planning Study Committee WGs and CGs as they are generally the custodians of the standards to be complied with, and hence determine the scope of the assessments.

  21. Resourcing of SC • The SC is fully resourced • Membership of SC & associated WGs & CGs will be rationalised (next meeting in Sept 2011) • Focus needs to be given to Tx Grid Planning inclusion and integration as the SC has historically under TESCOD only focused on Dx Network Planning.

Skills development • The Planning Study Committee prides itself on the development of the first comprehensive training programme for Distribution Network Development Planners to improve and enhance their skills development through a blended learning approach • Standards and guidelines show practical application via standard systems and tools and are basis for E-Learning material • Annual National Network Planners Meeting (Sept hosted on a rotational basis)

  25. Conclusion • Planning SC effective but focus has been on Dx Network Planning. Scope being extended to include Tx Grid Planning • Study Committee dependent on cooperation – changes need to be made accordingly • Success dependent on integrating and leveraging off other initiatives: • National Planners Meeting • Dx Planning Managers Forum • Group IT projects • Business initiatives such as Dx SOS, Operational Excellence • Requires critical mass in a Planning COE to drive and support
