A New System Begins • Fall 2011 is the first test administration of Kentucky’s new assessment and accountability system required in legislation enacted by the 2009 Kentucky General Assembly. • Unbridled Learning: College/Career-Readiness for All replaces CATS. • Kentucky-Performance Rating for Educational Progress (K-PREP) replaces the KCCT.

Accountability Rule forNext-Generation Learners • Students enrolled a full academic year, any 100 instructional days, shall be included in calculations for Achievement, Gap, Growth and College/Career Readiness. • Graduation Rate calculations shall include both students enrolled and students earning diplomas.
How Does the Accountability Rule Work for Fall 2011 Testing? • EXPLORE and PLAN • Accountability based on where students were enrolled for 100 days in the prior school year (2010-2011). • Process • Test Rosters only in SDRR Sept. 2011 Test Rosters in SDRR 9/2011 EXPLORE/PLAN Student Results 11/2011 Accountability data from prior year matched and loaded in SDRR Schools and Districts review accountable students via SDRR (tentatively1/2012)
Supports for Testing • Manuals and Other Materials • ACT, Inc. assessments are combined into a single three-ring binder (EXPLORE, PLAN, EOC-QualityCore®, COMPASS and the ACT). • Pearson produces On-Demand Writing field test guidance. • Each company will provide shipping and packing directions and customer service.
Key Assessment Themes • DATA QUALITY—collaborative process between OAA and school/district staff to ensure accurate reporting of test results • TEST SECURITY—addition of new checks and processes to monitor appropriate administration of state-required tests

Test Security • Cheating Scandals in Atlanta, Pennsylvania, and other sites have recently raised the profile on this issue. • KDE is taking a proactive stance on this issue. • Kentucky is adding new processes and continuing several others.
Test Security 1.Writing a RFP for a Test Security Audit to learn how to improve security. The audit will review the current test security procedures and provide us with additional ideas to improve security. 2. Building into new test vendor contracts forensic processes to uncover inappropriate activities.
Test Security 3.Continuing with the regulatory steps of having all educators trained on test procedures and having all educators read and sign the Administration Code (703 KAR 5:080) document. 4.Continuing with having an investigative unit within KDE to deal with inappropriate test allegations.
Test Security 5.Considering a possible legislative proposal for the 2012 session. 6.Implementing a balanced accountability model and teacher/principal effectiveness system that does NOT focus solely on test scores.
Test Security • Seating charts will be required for all state-required test administrations. • Seating charts will begin with EXPLORE and PLAN administration in Fall 2011. • DAC will collect and maintain seating charts in case of potential investigations. • Templates will be provided.

Test Security • Ensuring training of appropriate school/district staff in testing regulations: • Administration Code • Inclusion Regulation • Documentation of training (i.e., sign-in sheets, time, location, content) • Collections of signature sheets from Administration Code and Appropriate Practices forms
Accommodations For Fall 2011 • Guidance in current Inclusion regulation and testing manuals • Students with Individualized Education Program (IEP), 504 Plan, or Program Services Plan (PSP) may utilize current accommodations, for example: • Reader • Scribe • Prompting/Cueing • Extended Time
Kentucky is out of alignment with national guidance (i.e., allowing readers on the reading test and extended time for all). • Several committees and stakeholder groups are discussing revisions to the Inclusion regulation (703 KAR 5:070) which defines testing accommodations. Regulation revisions will not require change to student IEP for the classroom, but will restrict which classroom practices may be used in testing. • Recommended changes include: Students with Disabilities • eliminate readers on the reading test • prohibit prompting/cueing • Limited English Proficient/English Learners • remove assistive technology and student-generated glossaries • prohibit prompting/cueing Test Accommodation Discussion

Supplemental Orders September 6 • Last day to place supplemental orders through ACT Customer Service. • Complete KY EXPLORE or PLAN Supplemental Order Form and • fax to ACT. Orders after September 6 require KDE approval
Students Without Labels • Prepare answer document EXPLORE for student by bubbling in boxes A - E and G - H with student/school information. • Prepare answer document PLAN for student by bubbling in boxes A - G with student/school information. • Add student to the roster in SDRR.

Educational Opportunity Services (EOS) • PLAN only • Students receive information from colleges and scholarship agencies that may be of interest to them. • Fill in block C to indicate address will be added. • Mark YES in box I if interested. • Enter a complete mailing address in blocks P through S and an e-mail address in block O (optional).
Test Form • One form again this year • EXPLORE will use form 04B,completed in box K. • PLAN will use form31B,on the back of answer document.
Reporting Accommodations Special accommodations are at the discretion of school personnel for students with a current IEP or 504 Plan. PLAN Students with or without a label have to have the accommodations section bubbled if used. EXPLORE
EXPLORE/PLAN Rosters • Complete rosters in Student Data Review and Reporting (SDRR). • https://oaa-adc.education.ky.gov/. • Reference materials for using SDRR can be accessed at the KDE website • http://education.ky.gov. • Roster window will be open • August 30 - October 5.
EXPLORE/PLAN Rosters • Accountability for EXPLORE/PLAN will be based on 100 instructional days from the prior school year. • OAA will match students tested to the prior school year accountability records. • DACs will then verify the students’ accountability using SDRR (tentatively January 2012). Nonparticipation • Entered in SDRR • Nonparticipation could include reasons such as first year LEP, foreign exchange, medical exemption, other exemption, etc. • Do not return answer sheets for students that are not participating.
Return Shipping • Envelopes are provided for each school’s answer documents. • Must include School Header form, Testing Irregularity Reports (if any), Test Supervisor Comment forms (if any) and Class/Group Header (if any) • Materials must be shipped via UPS no later than October 7. • No pre-arranged pickup date is scheduled. • Call local UPS office to schedule pickup, if district doesn’t have regular pickup.
Return Shipping • Folders returned after October 7will not be included in the school/district disaggregated reports, if those reports have been generated prior to receipt of the late materials. • Schools/districts can purchase updated reports including the late materials from ACT. • ACT will encrypt the data CDs (student results).

Things to Remember • Anyone administering the test must have Administration Code Training. • There are no special EXPLORE/PLAN forms. There will only be one form for all students, accommodated or not. • Materials may be transferred between schools (Do not share headers). • A seating chart is required.
Things to Remember • Destroy unused test booklets. • Used test booklets will be returned to the student with his/her Student Report. • UPS return envelopes are provided. • Seating chart should be kept on file by DAC.

End-of-Course • Senate Bill 1 (Unbridled Learning: College/Career Readiness for All) allowed, with approval by the Kentucky Board of Education, an End-of-Course (EOC) assessment program at the high school level. • EOC assessments establish a common rigor for core courses. • Kentucky selected ACT, Inc. as its K-PREP EOC vendor. • ACT’s QualityCore® program will link student performance to national results.
End-of-Course 2011-2012 ACT QualityCore® Assessments: • Algebra II • Biology • English II • U.S. History EOC offerings are high school graduation requirements.
Test Format • Two, 45-minute, multiple-choice sections (35-38 questions each) • One, 45-minute, constructed-response section (1-3 responses) • Three separate booklets for each content area
Three EOC Sessions • Three separate EOC sessions • Multiple-Choice 1 (Paper or Computer) • Multiple-Choice 2 (Paper or Computer) • Constructed-Response (Paper) • Each session is 45 minutes. • Paper sessions are timed by the test administrator. • Computer sessions are timed automatically by the computer.
