Scientific Collaboration as a Window and a Door into the DPRK R. D. Shelton & Grant Lewison WTEC & Evalumetrics Collnet 2012 Seoul
Outline • Where in the world is the DPRK? • What’s happening there? • What is its scientometrics perspective? • What can the scientometrics community do to help?
Where in the World is the DPRK? You are now 50km from the border, where 1000s of cannon and rockets are aimed at you. BTW: on Sunday there were serious threats to use them. Note labels for the Koreas (credit Yahoo Maps).
The Korean Neighborhood at Night Someone must have left a porch light on in Pyongyang.
What is Happening in N. Korea? • On paper the DPR Korea is powerful, with a huge army, nuclear weapons and ICBMs • On the ground, it is very poor, with famine a constant threat • It is a police state with a cult of personality—like Stalin’s USSR
But, There is Hope of Better Times • The economic progress of the PRC under Deng, shows how quickly the DPRK could change • The new leader, Kim Jong-un, shows some signs of liberalizing the country. • Scientometrics shows potential progress
The Scientometrics Perspective: Data Cleaning is Essential Since almost all DPRK papers come from Pyongyang, one can search for that city instead of the country name.
Rapid Growth of DPRK Papers in Scopus This filter captures almost all DPRK papers, without errors from misclassification. Figure for 2012 is for only part of year; search was done on 10/5/12.
SCI Also Shows Rapid Growth, but Underestimates the Surge in 2012 Search done on 10/7/12.
Who do the North Koreans Collaborate With? From last 10 years of SCI data
Results from German Interviews • Grant Lewison tracked down some of the collaborators in Germany • Several were kind enough to respond to a questionnaire • Results show that N. Koreans were technically advanced, but hampered by security, even abroad
Early Collaboration with the West The eLibrary at Kim Chaek University of Technology, created in cooperation with Syracuse University in the US

Organizers of the October, 2011 Conference There are usually two people for each position in the DPRK
Signs of Hope from Scientometrics Last value is through Sept. Last value is truncated (972)
What Can the Scientometrics Community Do? • Monitor and encourage science collaboration as a way to open doors • Buy a tour of North Korea • Contribute to charities • Take your sabbatical at PUST
