The Use of Agricultural Statistics in Emission Inventory Calculation for Agriculture Bernard Hyde Office of Climate, Licensing and Resource Use Environmental Protection Agency Central Statistics Office 4th Business Statistics Seminar Chester Beatty Library, Dublin Castle 22nd November 2012
Environmental Protection Agency • The Environmental Protection Agency (EPA) has responsibilities for a wide range of licensing, enforcement, monitoring and assessment activities associated with environmental protection • Licensing and permitting – IPPC, WWTP, Landfills, Dumping at Sea • Environmental enforcement – Implementation and enforcement of environmental legislation • Resources and waste management – NWDB, WEEE • Climate Change – Inventories, Projections, ETS, Research • Environmental monitoring – EPA Act, 1992 & Water Framework Directive • Environmental assessment – State of the Environment Report, Bathing Water Report • Advice and guidance – Promote environmentally sound practices, advise on licence applications and implementing technical standards • Water Framework Directive – Good status by 2015
National Emission Inventories • Greenhouse Gas Inventories • UN Framework Convention on Climate Change and Kyoto Protocol • EU Monitoring Mechanism Decision (280/2004/EC) • Air Pollutant Inventories • UNECE Convention on Long Range Transboundary Air Pollution (CLRTAP) and its 8 Protocols • National Emission Ceilings Directive (2001/81/EC) • Large Combustion Plant Directive (2001/80/EC)
What do we report? • Greenhouse Gas Inventories • Inventories on CO2, CH4, N2O, HFCs, PFCs and SF6 annually (15th Jan to EU and 15th April UNFCCC) • National Inventory Report (UNFCCC 15th April) • Air Pollutant Inventories (15th February annually CLRTAP) • Main pollutants; NOx, SO2, NMVOC, NH3 and CO • Particulate matter; TSP, PM10 and PM2.5 • Heavy metals; Pb, Cd, Hg (priority) As, Cr, Cu, Ni, Se and Zn (additional) • Persistent Organic Pollutants; Dioxins (PCDD/PCDF), PAHs, HCB (mandatory) PCBs (voluntary) • National data gridded every 5th year (EMEP 50km x 50km) • Informative Inventory Report (15th March annually)
What do we report? (contd) • Large Combustion Plant Directive (LCPD) • Inventories on NOx, SO2 and Dust annually (30th Sept) • National Emission Ceilings Directive (NECD) • NOx, SO2, NMVOC and NH3 annually (31st Dec) • National Emission Projections – Future emission trends • CLRTAP, NEC and GHG to 2020/2030 • FAPRI – animal numbers, crop statistics
Agricultural Emission Inventories • GHG • CO2e~ 32% of national total • Agricultural CH4 ~ 91% of national CH4 • Agricultural N2O ~ 92% of national N2O • Air Pollutant • NH3 ~ 98% of total
Agricultural Emission Inventories • GHG • Enteric fermentation – CH4 • Manure management – CH4 & N2O • Agricultural soils (direct and indirect) – N2O • NH3 • Manure management • Fertilizer
