Acronym Definitions • AQ: Air Quality • PM10: Particulate Matter with a diameter of 10 microns (1*10e-6 metres) or less. • PM2.5: Particulate Matter with a diameter of 2.5 microns (1*10e-6 metres) or less. • BVLD: Bulkley Valley, Lakes District • PED: “potential episode days”, defined on slide 5

Overall Goals • Gain a better understanding of air quality in the plan area. • Indicator: Degree of agreement between modeled AQ results and actual measured AQ for “episode scenarios”. • Strategy: Improve AQ and meteorological monitoring network and gain experience through AQ modeling scenario building. • Indicator: Comparison of PM2.5 and PM10 concentrations at a number of locations in the air shed plan area. • Strategy: Obtain more PM2.5 instrumentation, and co-locate with existing PM10 equipment. Increase the scope of the ambient air monitoring system in the plan area, including non-continuous monitoring in locations such as Hazelton. Obtain a mobile AQ monitoring platform.

Overall Goals Continuous improvement in air quality in the BVLD Air Shed Plan Area. • Indicator: use indicator that is already in place to rank areas of the province (track relative to other areas of the province). • Currently ranked 15th in the “Acute Degraded” category. • Looking to change order in rank, in comparison to other locations in the province. • Strategy: Implement the BVLD Air Shed Plan.

Overall Goals • Reduce or eliminate AQ episodes (24 hour average PM10μg/m3). • Indicator: Percentage of “potential episode days” where PM10 24 hour average is less than 25 μg/m3, by year and/or season. • This can also be expressed as a fraction. (Potential episode day is one that meets some combination of criteria based on actual daily weather measurements.) • Strategy: Implement the BVLD Air Shed Plan.

  8. Beehive Burners • Goal: To reduce or eliminate beehive burners in the BVLD Air Shed Plan Area.

  9. Beehive Burners • Goal: To reduce or eliminate beehive burners in the BVLD Air Shed Plan Area. Indicators: • Number of operating beehive burners in the Air Shed Plan Area. • Number of beehive burner operating days in the Air Shed Plan Area.

Indicators: • Number of operating beehive burners in the Air Shed Plan Area. • Number of beehive burner operating days in the Air Shed Plan Area. Strategies: • Support Co-gen. Proposal. • Help develop “Plan B” in co-operation with industry and government, should the Co-gen proposal “fall through”. Focus on “value added” approach. • Help develop plans to divert wood debris from existing beehive burners to “value added” alternatives.

Indicator: • Percentage of PED where PM10 24 hour averages are greater than 25 µg/m3 during the forest harvesting and agricultural debris burning season.

Indicator: • Percentage of ‘potential episode days’ where PM10 24 hour averages are greater than 25 µg/m3. Strategies: • Work with emitters to improve timing, duration and extent of burning, based on local weather patterns. • Communicate with emitters about the benefits of burning well piled, seasoned debris. • Improve District Smoke Management Plans through adaptive management (results based on experimentation) . • Reduce the number of burned piles. • Remove agricultural debris offsite and find an alternate use/disposal method that does not include burning.

Indicators: • Percentage of PED for the winter wood heating season where PM10 24 hour averages are greater than 25 µg/m3, exclusive of days when winter “beetle wood” debris burning is occurring. • Number of non-EPA emission certified wood burning appliances in each town in the BVLD Air Shed Plan Area.

  18. Domestic Wood Heating • Goal: To reduce or eliminate AQ episodes attributed to domestic wood heating. Indicators: • Percentage of “potential episode days” for the winter wood heating season where PM10 24 hour averages are greater than 25 µg/m3, exclusive of days when winter “beetle wood” debris burning is occurring. • Number of non-EPA emission certified wood burning appliances in each town in the BVLD Air Shed Plan Area. Strategies: • Implement woodstove change-out program. • Implement a public communications/education strategy to improve wood stove use practices relative to smoke emissions. • Implement woodstove bylaws. • Promote alternate sources of home heating.

Strategies: • Work with emitters to improve timing, duration and extent of burning, based on local weather patterns. • Communicate with emitters about the benefits of burning well piled, seasoned debris. • Work with emitters to find alternatives to open burning (value added, or advanced burning technology).

Strategies: • Collaborate efforts with municipality and highway crews to develop a proactive approach to road maintenance (in terms of road dust).
