  2. Overview • Informal cooperation between Umweltbundesamt and STATISTIK AUSTRIA since 2000 • Data usability and quality has been improved • Established working process • Joint study „Energy Data Harmonisation for CO2 Emissions Calculations” in 2002 (EUROSTAT)

Austrian Air Emission Inventory (1) • Umweltbundesamt designated as single national entity responsible for inventory preparation (Environmental Control Act). • International reporting obligations UNFCCC + EU (Kyoto, MM): Direct and indirect greenhouse gases EU(NEC): SO2, NOX, NMVOC and NH3 UNECE(CLRTAP): NEC-pollutants, Heavy metals and POPs • National reporting 9 federal states: GHG and NEC-pollutants • Reporting format Harmonized formats (CRF, NFR) and methodologies (IPCC, CORINAIR) Reporting of „activity data“ (e.g fuel consumption) • Quality management system according to ISO 17020 (accreditation 2005)

Cooperation with STATISTIK AUSTRIA (1) • STATISTIK AUSTRIA yearly submits to Umweltundesamt National Energy Balance + 9 Regional energy balances IEA-JQ Time series (JQ-compatible) Additional information (transformation input by sector) • Umweltundesamt yearly submits to STATISTIK AUSTRIA EU-ETS data (fuel consumption, NCV) (200 plants ≈ 30 Mio t CO2 ) • Standardized exchange data formats (Spreadsheets) • Standardized fuel definitions • Umweltbundesamt validates EB data with other information Large plant data. Production statistics of energy intensive industry. Comparison of indicators with international data. Waste statistics. Other studies. -> Feedback

  8. Cooperation with STATISTIK AUSTRIA (2) • Umweltbundesamt is invited to participate in planning and analysis of existing and new surveys. • June 2007 QMS-Audit of „data provider“ STATISTIK AUSTRIA. • Other energy data used by Umweltbundesamt Household census Useful energy survey

  9. There are still issues to improve • Road Transport/Offroad: Sectoral fuel consumption of GLOBEMI transport model is different to EB. • Aviation: National vs. international. Different definition of EB and IPCC. • International Navigation: not covered by JQ. • Energy industry: Usage of natural gas (oil/gas extraction, storage compressors, losses, non energy use for valves). • Non energy use: products ? Double counting with process emissions -> Energy balance is not a carbon/material balance. • Consumption of biomass heatings: high uncertainty. Keysource for non-GHG. • Definition of district heating.
