Historical Perspective in Social Services • In Turkey, social services has a long history back to the years prior to the establishment of the republic. • In our history, services to poor people, orphans, children deprived of care giver and handicapped have been provided under the volunteer institutions named as below: • Vakıflar (foundations), • Loncalar (professional unions), • Hayratlar (charity organizations), • Those institutions served in line with the customs and cultural habits..

Duties of SHCEK • Initially it started with a focus on children but developed in parallel to the ‘social state’ principal: • In addition to the protection of family and children, • Elderly, • Women, • Handicapped • population is being served and social support is provided. • With the recent Child Protection Law (2005) parallel to the needs of the society, new roles and responsibilities were given to SHCEK.
Agency and the Units • Social Services Child Protection Agency is affiliated under the Prime Ministry and connected to the state minister • The board consists of members of different institutions which are selected by the prime minister. Social Services Advisory Board • Central Unit; • 6 main service units, • 4 advisory and audit units, • 10 supplementary service units
Provincial Units Provincial Social Services Board The board consist of members related to the social services which are selected by the mayor, in addition to the representatives of the municipalities. Provincial units; • 81 Provincial Directorates, • 35 Sub-provincial directorates, • 561 institutions In total: 677 units In addition: • 6 monitoring centers, • 4 youth center, • 5 elderly services center • 108 child houses.
