Where did they come from? • Based on decades of Academic Standards development • Created by the National Governors Association (NGA) and the Council of Chief State School Officers (CCSSO): a single set of standards to raise the bar for learning and develop more rigorous and relevant curriculum • Not created in Isolation! Why? • PISA, NAEP scores showed Need to Compete Globally • Empower and Ensure students are College and Career Ready (CCR)
No Aligned Assessments or Educational Materials have yet been completed • PARCC (Achieve for $186 m) & Smarter Balanced (West Ed for $176m) to be implemented in 2014-15 • Each are being developed by consortia of states, to include formative and summative assessments- paid for by DOE, to have two possible assessments systems • 47 states have signed on • K-12 systems gearing up for these by aligning curriculum to CCSS • RIDE Website of support materials: http://www.ride.ri.gov/Division-EEIE/transition.aspx
What does this mean for AE nationally? • This nationwide movement is trickling up to Adult ED! • OVAE contracted with MPR to manage a project to develop an adult education version of the CCSS, called Promoting CCR Standards in Adult Basic Education. They selected a subset of CCSS for two groups to review: ‘Math’ and ‘ELA and Literacy in History, Social Studies , Science and Technical Subjects’. Then they will align these CCR Standards with NRS EFL’s, and develop materials for implementation. • The AE CCR will be released by April 2013, with first report out at the end of Oct. 2012 • New GED® anchored in CCSS coming out in January 2014 (normed to high school seniors in 2013) • Updated CASAS & NEDP anchored in CCSS coming out in 2015.
So what do we do now in RI? Begin by understanding: • Standards Based Curriculum (OVAE invested since 2003 with Standards Warehouse, SIA and the Process Guide. EFF and RI State Standards were a part of this reform) • Planning backwards from CCR Anchor Standards to all levels Then look at EFL alignment with Grade Level Equivalencies • Spend staff time doing this, and discussing which standards they are teaching now, as well as the scope and sequence of the new CCSS
NRS (National Reporting System) CHART of Test Benchmarks • for Educational Functioning Levels (EFL)-updated May 2012 • Correspondence of EFL descriptor levels with following test scores: • Best Literacy scores and SPL, level; • Best Plus (Best +) scores and SPL: Student Proficiency Levels; • CASAS (Comprehensive Adult Student Assessment System) in Reading (RDG), Listening (LSG), Math, and Writing (WR); • CASAS Test Booklets also listed; • EFL (Educational Functioning Levels) Descriptors for: ABE (Adult Basic Education), ASE (Adult Secondary Education) & • ESL (English as a Second Language) • TABE: Test of Adult Basic Education, scores and Grade Level Equivalents (GLE)
