Objectives • The Overall Objective of the 2012/13 Input Support Programme is to improve household food and nutrition security for smallholder farmers in Zimbabwe. • Specifically • Improve agricultural production and productivity • Increase agricultural based incomes and support to markets • Reduce dependency on continuous input support
Areas of intervention • Crop and livestock farming in communal, small scale commercial and old resettlement areas • All NR are targeted. Priority on NR III, IV and V (higher population and higher levels food insecurity) • Use national surveys (e.g. 2nd Round, ZimVAC, Post-harvest, etc) • Concentrate support (not spreading) • Coordination: Agriculture Cluster
Targeted Beneficiaries • Small holder farmers: 1,5 mill HHs • Social welfare case: 7% (ZimVAC to confirm) • All small-holder farmers deserve support • Recommendation: • 250,000 HHs input support • 100,000 HHs contract growing (Based on historical trends and likely availability of resources)
Farmers’ Contribution • Target Group B1, B2 and C farmers with input support • Minimum USD 160 with a farmer contribution of 20 – 50% on a sliding scale on the value of the voucher received • Group C farmers to be supported with contract farming arrangements. Expected to repay 100% the value of support provided, either in cash or in kind after harvest

Mode of Assistance • Open vouchers • paper or electronic - Electronic mechanisms are the preferred options, but are dependent on the availability of network coverage • Inputs and livestock fairs • Livestock fairs are an effective and safe way to get the required numbers – (Choice of required breed) • inject cash into local communities • Close vouchers • Closed vouchers will be used in areas where the network of agro-dealers and wholesalers is too low to support an open voucher system • Direct distributions • used only in circumstances where there is no market infrastructure • not to exceed 10% of beneficiaries assisted
Timing • It is strongly encouraged that donors make funds available by July 2012 (or early August) • Farmers should be able to make use of their cropping inputs before the onset of the first effective rains (November 2012). • Voucher ready for redemption September 2012. The redemption period should run until January 2013 (for crops).
