  2. Nagoya – Strategic Plan for Biodiversity Mission Take effective and urgent action to halt the loss of biodiversity in order that by 2020 ecosystems are resilient and continue to provide essential services, thereby securing the planet’s variety of life, and contributing to human well-being, and poverty eradication, ensuring: • pressures on biodiversity are reduced; • ecosystems are restored; • biological resources are sustainably used; • benefits arising from genetic resources are shared; • adequate financial resources are provided; • capacities are enhanced; • biodiversity issues and values are mainstreamed; • policies are effectively implemented; and, • decision-making is based on sound science.

  3. Nagoya – Strategic Plan for Biodiversity 20 Headline Targets for 2020 Ambitious, realistic and measurable targets organised under 5 strategic goals. • aspirations for achievement at the global level; • flexible framework for establishment of national or regional targets • Parties are invited to set their own targets taking into account national needs and priorities, and national contributions to global targets; Target 17 By 2015 each Party has developed, adopted as a policy instrument, and has commenced implementing an effective, participatory and updated national biodiversity strategy and action plan. Report on progress towards updating plans by 2012 Report on progress towards targets by 2014 & 2019

  4. EU Vision and 2020 Target VISION: by 2050 European Union biodiversity and the ecosystem services it provides – its natural capital – are protected, valued and appropriately restored for biodiversity's intrinsic value and for their essential contribution to human wellbeing and economic prosperity, and so that catastrophic changes caused by the loss of biodiversity are avoided; HEADLINE TARGET: halting the loss of biodiversity and the degradation of ecosystem services in the EU by 2020, and restoring them in so far as feasible, while stepping up the EU contribution to averting global biodiversity loss; Council Conclusions March 2010

  5. Sub-targets designed so that: European Council objectives are reached Main pressures on biodiversity are addressed Reasons for 2010 target failure are addressed Measures selected to: Reach the sub-targets Address underlying drivers Make most of upcoming integration opportunities CAP Reform CFP Reform Territorial Cohesion Reform new Multi-annual Financial Framework EU Biodiversity Strategy

  10. Summary and conclusions • EU headline target for 2020 is more ambitious than mission of the Strategic Plan agreed in Nagoya. • Addresses the 20 headline global targets (flexibly). • Focus on EU-level (EC) policy development and measures. • Draft targets – action-oriented • Indicators to be developed • Reporting requirements?
