Bicycle Parking Legislation Overview Requirement Requires the provision of bicycling parking in commercial, multi-unit residential, and parking structure uses. Requirement applicable based on square footage and type of use, after minimum threshold. Incentive Allows reduction in number of required automobile parking spaces when bicycle parking is provided. Is applicable with and without bicycle parking requirement.
914.02.A – Off-Street Parking Schedule • Small amendment meant to clarify between vehicle parking requirements and bicycle parking requirements.
914.04 Parking Reduction Areas Small Amendment meant to disallow the parking reduction areas meant for vehicle parking for use with bicycle parking requirements • EXAMPLE: Downtown is 100% reduction for vehicle parking, but no reduction for bicycle parking • These provisions work well together, improving multi-modal transportation to the central business district, thus reducing the demand for automotive parking
Types of Bicycle Parking Protected Bicycle Parking Spaces Protect the entire bike Examples include bike lockers, check-in facilities and personal storage

914.05.B – Locations & Facilities Safety/Convenience/Equity Racks shall be strategically placed to ensure that are used to their greatest potential. Thus Racks shall be: Located in high foot traffic, well lit and clearly visible areas. Located to provide convenient access to building. Covered or protected when auto parking provides cover.
914.05.C – Layout of Spaces Proposed legislation will provide Rack locations that: Ensure convenient bicycle access Provide ADA access Continue pedestrian circulation
914.05.D - Bicycle Parking Requirement Parking Requirement for new development, expansion, and change of use Requires the provision of bicycle parking in commercial, multi-unit residential, and commercial parking uses Requirement applicable based on square footage and type of use, after minimum threshold Not prohibitive
914.05.E - Bicycle Parking Incentive Incentive for developers to provide Bike Parking Allows reduction in number of required automobile parking spaces when bicycle parking is provided One-for-one swap Reduction cannot exceed 30% of automobile parking requirement Can be used in conjunction with requirement Certain residential and vehicle-oriented commercial uses are excluded from incentive

Case Study 2 – Apartment Building East Liberty Place • 75,000 sq ft • 4-story • 11,000 sq ft of Commercial Space • 54 Dwelling Units • Planned Unit District • Auto Parking: • 71 Parking Stalls Required • Bicycle Amenities: • 54 Protected Spaces in Resident Storage Units • 15 Unprotected Spaces New Legislation Requirement: 19 Bike Parking Spaces Required, with a minimum of 11 required to be Protected (storage facilities, lockers, util. closets, etc.) Incentive: Developer has the option to provide up to 21 fewer parking stalls
Case Study 3 – Public Destination Carnegie Library, Allegheny Branch • 15,000 sq ft • 1-story • Auto Parking: • 16 Parking Stalls Required • Variance Granted for 7 Parking Stalls • Bicycle Amenities: • Staff Shower • 12 Unprotected Spaces using 6 “Three Rivers” racks New Legislation Requirement: 1 Bike Parking Space Required Incentive: Developer has the option to provide up to 5 fewer parking stalls
