A New Environment • Geopolitical Revolution: The way the world works has changed. • Technological Revolution: Adversaries also benefited from the technology & are networked. • This hazard knows no boundaries (crime, drugs, infectious diseases) • Extensive international business • Infinitely vulnerable • Terrorist want to disable our economic structure

  3. The New Response • Business is creating a culture of security • Operational Collaboration: Network centric, matrix, hybrid, temporary organizations with many constituencies • Minimize damage from potential attacks and natural disasters • Planning is critical

  4. Assumptions • Homeland Security involves complex issues • Many disciplines contribute to our understanding of this international issue • Colleges have faculty who understand elements of this international problem
