  1. RAP Session: 3/14/13 Presented by Master Deputy Tim Lee SRO at Clover High School

  2. Master Deputy Tim Lee • First and foremost, I am a parent!! • I have been in Law Enforcement for 13 ½ years and am currently the SRO at Clover High School (1 year now). Assistant JV/9th grade football coach and assistant wrestling coach. • Achieved the rank of Sergeant 3 ½ years ago. I have been assigned to uniform patrol, boat patrol, and K9 response. • I have attended numerous classes on drug recognition and drug interdiction. • I have been named deputy of the year, awarded the SCLEOA Medal of Valor and received the Sheriff’s Association Legion of Honor award for bravery/heroism.

  3. Purpose: • To educate parents on trends and issues with our teens in Clover and Lake Wylie.

  4. Outline: • 1. Social Media and its connection to fights, bullying, drugs, parties • 2. Drug Issues • 3. Gang Information

  5. Social Media and its connection to fights, bullying, drugs, and parties. • A. Awareness of what is going on with your children • 1. Facebook, Twitter, Instagram • Who is aware of their kids pages? Are they real or fake? I asked a class last week and 12 out of 26 students admitted to having fake pages! These pages are trending and are used to promote fights, drug habits, parties, etc.

  6. Social Media: Continued • B. Results of social media at school: • 1. All but 3 fights this year have involved females! Social media was involved in ALL cases but 2!! Other “followers”/needless involvement are normally aware of the fight and go to it to video and agitate the situation more. • 2. Parents have got to be involved with their children and stop being in denial. WE were all young once!!

  7. Social media examples: • My Pictures\20130306103319.pdf

  8. More examples: • http://www.nbcphiladelphia.com/news/local/Bullied-Boy-Dies-in-Hospital-Family-194722531.html • Cyber bullying is becoming a very big problem! We now document (paper trail) incidents involving this to substantiate a pattern of a “bully.”

  9. Social Media/Unlawful Communication • Code of Laws of South Carolina 1976 Annotated • Title 16. Crimes and Offenses • Article 7. Miscellaneous Offenses • Code 1976 § 16-17-430 • § 16-17-430. Unlawful communication. • (A) It is unlawful for a person to:(1) use in a telephonic communication or any other electronic means, any words or language of a profane, vulgar, lewd, lascivious, or an indecent nature, or to communicate or convey by telephonic or other electronic means an obscene, vulgar, indecent, profane, suggestive, or immoral message to another person; • (2)threaten in a telephonic communication or any other electronic means an unlawful act with the intent to coerce, intimidate, or harass another person; • (3) telephone or electronically contact another repeatedly, whether or not conversation ensues, for the purpose of annoying or harassing another person or his family; • (4) make a telephone call and intentionally fail to hang up or disengage the connection for the purpose of interfering with the telephone service of another; • (5) telephone or contact by electronic means another and make false statements concerning either the death or injury of a member of the family of the person who is telephoned or electronically contacted, with the intent to annoy, frighten, or terrify that person; or • (6) knowingly permit a telephone under his control to be used for any purpose prohibited by this section. • (B) A person who violates any provision of subsection (A) is guilty of a misdemeanor and, upon conviction, must be fined not less than one hundred dollars nor more than five hundred dollars or imprisoned not more than thirty days.

  10. Drug Issues • http://www.youtube.com/watch?v=Cb93lPJB8yw

  11. Drug Issues • Our young adults need to be educated. They feel that prescription pills are not bad because they are prescribed by a doctor. The pills are not looked at like cocaine or heroin. They are viewed as “safe.” • Rx pills we will discuss are mainly Schedule II drugs (high propensity of becoming addicted). If the pills are distributed at school, it carries the same penalty as distributing cocaine (1st offense=15yrs)!! 16yoa=adult

  12. Drug Issues Cont. • A. #1 Prescription drugs • 1. Pain Killers: Oxycodone (Percocet)/Hydrocodone=injured students (athletes) are being targeted for their prescription drugs • 2. Behavioral Drugs: Adderall, Ritalin • 3. “Skittle” parties-mixing with alcohol B. #2 Marijuana and alcohol are still the most abused drugs of choice

  13. Drug Issues cont. • 1. Among teens 12 to 17 years of age, the average age of first experimenting with marijuana was 14. • 2. A yearly survey of students in grades 8-12 show that 23% of 8th graders have tried marijuana at least once. By 10th grade, 21% are “current” users (within the last month). Among 12th graders, nearly 50% have tried marijuana at least once and about 24% were current users. (Survey conducted Marijuana-addiction-info website) • 3. Alcohol use remains extremely widespread among today’s teenagers. Nearly ¾ of students (72%)

  14. Drug Issues cont. • Have consumed alcohol (more than just a few sips) by the end of their high school years and more than a 1/3 (37%) have done so by the 8th grade. (Sadd 2013) • Why is it that we lock our liquor cabinets but we do not secure our prescription meds?

  15. Drug Issues cont. • Common/Street Names for Rx medications: • Vicodin (Hydrocodone)-Vike, vic, hydro, Watson 387 • Oxycontin(Percocet/Oxycodone)-Oxy, OC, Percs/cets • MsContin (Morphine)-Morph, Miss Emma, M • Tylenol 3 (codeine)-cody, Captain cody, School boy, Tuss, aka cough syrup (DM)

  16. Drug Issues cont. • Ritalin/Adderall-Rid, vitamin R, Jif, R-ball,Rittus/Rits, beans, double trouble • “Slang” • Pharming-Abusing Rx drugs stolen from friends/family • Pilz-Rx meds used as recreational drugs • Trail mix-A mix of Rx drugs sometimes offered at “pharm or skittle” parties in a bag or bowl.

  17. Drug Issues cont. • Signs of being high that you need to know: • Pupils constricted (alcohol, morphine)/dilated (stimulants/cocaine/adderall, marijuana) • Slurred speech • Tired/sluggish • Romburg test-involuntary swaying (circle) when eyes are closed while standing. • Eye lids-when pulled down bright red = marijuana • Irritability, aggressiveness, or reclusiveness

  18. Drug Issues cont. • Where are the pills coming from? • US!!! (Our homes) • Stolen from family members (grandma/grandpa who may be ill) and friends! • Some are selling their own prescriptions for easy $$!

  19. What can we do? • Educate and become educated ourselves. • Be a nosey parent…check up on your kids. • LOCK ALL Rx medications up and oversee when they are administered!! Student stated he would hold meds in mouth until mom left room then remove them and bring them to school. • Properly dispose of all Rx medications. There is a drop box at every York County Sheriff’s Office/District office. • TALK to your kids…www.timetotalk.org • Keep kids involved/busy. Less time=less mischief!

  20. What if you suspect use? • Pharmacies sale test kits from $20 to $90. • Urgent care facilities will test. • Family physician • Keystone located in Rock Hill. They will file with insurance. • Have a plan in place…know how to react. Don’t use fear (goes back to educating).

  21. Gang Information • Criminal Gang=a formal or informal ongoing organization, association, or group that consists of five or more persons who form for the purpose of committing criminal activity and who knowingly and actively participate in a pattern of criminal gang activity. • The two most common in this area are the “Bloods” and “Folk Nation.”

  22. Gang Info. Cont. • Gangs are usually motivated by drugs and $$. A lot of our young people are linking up for peer acceptance and friends. We are seeing an increase now due to the prescription pill movement among our youth. • We have learned of a new start up gang (neighborhood group) in the Clover area (55 West) called the “Clover Saints.” They are known to carry a knife in their boot at all times.
