SBE Sub-Contracting Goals • SBE requirement is 3% • This solicitation is open to all firms • No SBE documents due at time of SOQ submittal • SBE documents will be due to EOD at time of each JOA
What is Job Order Contracting? • Alternative Project Delivery Method (APDM) • This JOC is a 2-Step Qualifications-Based Selection that includes a cost value element • Evaluation of Qualifications and Price Based • Not a Bid • No guarantee of work • Projects as they come up – “As needed” basis • No Federal Funding
Procurement Description • City of Phoenix is seeking qualified Job Order Contractors on an “on-call” basis • Up to 2 contractors may be selected • Prior to executing the JOC, Contractor will provide Performance & Payment Bonds of $500,000 • No interviews – 2nd step is RFP process (selecting 5 contractors to move forward) • The City intends that each Job Order performed under this JOC will not exceed $100,000 in construction costs, but in no event will any Job Order exceed $1,000,000 subsequent to Council approval of the change in limits • JOC for 36-month duration or complete utilization of initial contract value w/ one 24-month option to extend and increase capacity
Scope Of Work At a minimum, the JOC Contractor will be expected to successfully perform the following construction services, including but not limited to: • Obtaining accurate horizontal and vertical locations of subsurface utilities by excavating test holes via air knife and vacuum extraction. • Hard copy documentation shall be submitted within a 7-working day turnaround. • Additional and incidental services may include survey, traffic control, and other exploratory excavation work on a time and material basis. • Providing SUE Quality Levels D, C, B and A. • Quality Level D involves collecting data from existing utility records which may include as-built drawings, distribution and service maps, existing geographic information system databases and construction plans • Quality Level C involves surveying visible subsurface utility structures such as manholes, hand-holes, utility valves and meters, fire hydrants, pedestals and utility markers, and then correlating the information with existing utility records to create composite drawings. Quality Level C includes Quality Level D tasks. • Quality Level B involves designating the horizontal position of subsurface utilities through surface detection methods and collecting the information through a survey method. Quality Level B includes Quality Level C and D tasks. • Quality Level A involves potholing utilities as well as activities in Quality Levels B, C and D. The located utility is surveyed and mapped and the date provides precise plan and profile information.
Statement of Qualifications Evaluation Criteria • General Information – (15 pts.) • Experience and Qualifications of the Firm – (25 pts.) • Experience of Key Personnel Assigned – (20 pts.) • Approach to Performing Required Services – (30 pts.) • Overall Evaluation of Firm and Ability – (10 pts.) (No response required for ‘E’ – Panel Evaluation) • Put in order as listed! • Be complete, but concise!
Submittal Requirements Refer to Section VI of the RFQ for a detailed description of the submittal requirements. • Cover Letter – One (1) page • Evaluation Criteria – 14 pages What will be Counted Each page side with criteria information, pages with photos, charts, and graphs What is Not Counted Cover letter, Table of Contents, plain tab dividers, front / back covers that have pictures without descriptive captions
Statement of Qualifications Submittal • Submit 6 copies of the SOQ • SOQ Due: 12:00 Noon Arizona time Friday, January 20, 2017 Location: Phoenix City Hall 200 W. Washington 6th Floor, Submittal Box • Include firm name and procurement title on submittal cover

Grounds For Disqualification • Receipt of SOQ after submittal date or time • Less than 6 copies of SOQ • Deposit of SOQ in wrong location • Violating “Contact with City Employees” policy • Failure to provide Bonding Statement
