2009 CSS Summer Symposium PSTP08-120 Study: A scenario-based approach to protecting Telecommunications Critical Infrastructure (CI) in BC: Ensuring business continuity during a major HAZMAT event. Cindy Jeromin (IC) & Kelly Forbes (CAE PS)
Protecting Telecom CI in BC during a major Hazmat event • Objective of the Study • Western focused project to evaluate (a) response capability to pair technical telecom and trained HAZMAT expertise and (b) Bell and TELUS’ C2 capability to remotely manage a Hazmat incident during a major event in BC Study Management Lead Fed Dept:Industry Canada Western Region Partners: Bell TELUS BC Hazmat Management Ltd CAE Professional Services Canada • Expected results • Reinforce the need to involve all levels of government, first responders, technical experts regional reps from CI owners in emergency planning for Hazmat events. • Transition findings to operational communities. • Carriers’ intent is to bring findings to CTEPA and potentially roll it out nationally. • Deliverables • Implementation Plan for enabling paired telecom – hazmat response capability • IC BC Hazmat Incident Response Handbook to ensure business continuity • Architecture framework to establish enduring relationships between critical emergency planning partners
Background • Leverage previous CI studies • CBRNE simulation in Montreal (2007) • Critical Infrastructure Protection - Telecommunications: Simulation Based Capability Assessment for Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) Response • PSTP Telecom Scoping (2008) • Telecommunications Critical Infrastructure (CI): Feasibility of Establishing a Rapid, Telecom-Centric HAZMAT Response Capability within Canada • Architecture frameworks • Paired telecom-hazmat response capability option • US National Level Exercise (2008) • Observation of the Verizon MERITSM response
Exercise Design • Scenario driven • Hazmat incident at a carrier-owned central office • Demonstrate the application of Science & Technology to provide enhanced resilience to the CI sector • Adhere to a Capability-based Planning approach • Scalable in size and scope across: • CI sectors • CBRNE-type attacks • Canadian regions
