Good morning, Ladies and Gentle Men • President of Korea Maritime University, Dr. Keo –Don Oh, • All the Presidents, Rectors and Professors of Members of Asia Maritime and Fisheries University Forum (AMFUF) • All Participants who attend 8th Annual Meeting of AMFUF in 2009. • First of all, I would like to thank President and Secretariat of AMFUF, and AMFUF Local Organizing Committee. • In this ceremony, I have great pleasure to present the paper titled “Perspective of Maritime Education, Training and Manning of Seafarers in Myanmar”.

  4. 1.Introduction • Myanmar is progressing in maritime education and training, ship building, shipping and port management, water way conservation, manning seafarers for ocean going vessels. • By establishing the Myanmar Maritime University (MMU) and upgrading the Institute of Marine Technology (IMT) as a Myanmar Mercantile Marine College (MMMC) have become new era for Myanmar maritime industry. • As a member of AMFUF, Myanmar provides maritime officers and ratings for the international maritime industry.

  5. 1.Introduction (2) • For the fishery industries, most of the crews are locally trained. • Training is usually based on the experience and skill of the local people. • It is very rare to send abroad to work on fishing vessels. • Generally, few fishermen are trained at a fishery training center in Myanmar.

  7. 3.Maritime Related Functions of DMA Department of Marine Administration (DMA) under the Ministry of Transport is one of the maritime institutions in Myanmar. Its reponsibilites are; • General Superintendence and Co-ordination • Registration of Ships and related Functions • Surveys, Inspections and Certification of Ships, along with related activities • Examination and Certification of Seafarers • Manning of Ships • Conducting Inquiries/Investigations into shipping casualties • Dealing with matters pertaining to Prevention/ Control/Combat of Marine Pollution

  8. 3.Maritime Related Functions of DMA • Dealing with matters pertaining to Maritime Search and Rescue. • Recruitment of seamen, arrangements for education and training, determination of qualification and grading. • Ensuring Safety of Fishing vessels and other small crafts. • Dealing with Wrecks in National Jurisdiction. • Advising the Government on all (Marine) Technical matters. • Registration of foreign vessels under the terms of bare boat chartering.

  9. 4.InternationalConventions that are Adopted by DMA • International convention for the safety of Life at Sea, 1974 (SOLAS 74) • Convention on the international Regulations for Preventing Collisions at Sea, 1972 (COLREGS 72) • International Convention on Load Lines, 1966 (LL66) • International Convention on Tonnage Measurement of Ships, 1969 (Tonnage 69) • International Convention for the Prevention of Pollution from Ships, 1973/78 (MARPOL73/78) • International Convention on Standard of Training, Certification and Watchkeeping for Seafarers, 1978 as Amended in 1995 (STCW-95) • Convention for the Suppression of Unlawful Act Against the Safety of Maritime Navigation, 1988 (SUA 1988) • Protocol for the Suppression of Unlawful Acts Against the Safety of Fixed Platforms Located on the Continental Shelf, 1988 (SUA Protocol 1988)

Issues of Seafarers Market in the International Maritime and Fisheries Industry from the Viewpoint of ASEAN • Myanmar citizens are facing with difficulties in finding oversea jobs because they can hardly get entry visas from other developed countries. • Therefore, some of Myanmar seafarers sometimes leave their current maritime jobs and stay illegally to get their shore jobs at developed countries. • This produces less trust between shipping companies and Myanmar seafarers. • The companies claim the written contract or a guarantee fees . • Some fresher seafarers cannot afford that amount of money and this is also issues in Myanmar.

Improving of Market Share in the Supply of Crew to the International Maritime and Fisheries Industry • Myanmar occupies its market share in the supply of crew to the international maritime and fisheries industry. • According to the data of the Seaman Employment Control Division of DMA, Myanmar has about 84773 seafarers. Most of them are ratings . • The demand for officers could not be supplied sufficiently to the international shipping industry because the numbers of maritime officers are still low in Myanmar.

Futuristic Development of AMFUF • Asia is significantly developed in shipbuilding industry, main and auxiliary engine works, port construction, maritime education and training, employing onboard, crew manning, etc. • Japan, Korea and China are leading shipbuilding nations over the world. • These countries support science and technology and maritime expertise through the universities of AMFUF. • Maritime institutions from ASEAN countries are also providing qualified seafarers. • Nowadays, most of the qualified professional seafarers’ trainers who have onboard experiences and academic qualifications are supplied from Asia region.

  14. So, Asia is main supporter and players for the functions of global maritime industry. But authorized administrative organizations for global maritime industry as well as in charge of these organizations are from western countries. We want to suggest that Asia will be necessary to carry out these responsibilities as the representative of Asia regions. Universities of AMFUF should be focus on that and it will be carried out futuristic development of AMFUF. 8. Futuristic Development of AMFUF

Development of Programs on Sharing Experience of Training Seafarers among Maritime and Fisheries Institutions • One of the most well-known performances of MMU is development of programs on sharing experience of training seafarers among maritime and fisheries industries. • MMU is a discussion member of PACON as well as a member country of AMFUF. • MMU has already hosted PACON 2006 and 7th Annual Meeting of AMFUF in 2008. • MMU shares its experience of training of seafarers with other countries resulting in the improvement of its maritime education.

Ways of Developing and Improving Standards of Seafarers’ Training and Certifying • In Myanmar, degree and diploma holders in the areas of Mechanical Engineering, Electrical Engineering and Electronics Engineering have willingly interest to enter the maritime industry and to become seafarers. • For this case, shipyards in Myanmar must fulfill dockyard services to sit MOT exam in DMA. When these procedures can be done efficiently for them, Myanmar can supply the qualified seafarers and officers for the shipping industry.

Other Education and Training Issues Related to Maritime and Fisheries Institutions • The maritime education and training institutions in Myanmar have not sufficient budgets to implement full scale training. • The funds of contribution from shipping companies to the institutions for the sake of supply of seafarers are not enough to the required amount. • For the preparation of the seafarer’s competency examination and professional and special training, the institutions need to be equipped with various real and simulated ship propulsion facilities for training and assessment. • As tonnage tax that supplied to maritime institutions in England, much amount of donated and contributed fund from shipping companies will be still required than before.

  21. 14.Conclusion • Myanmar does not have enough shipyards for the purpose of the training to maritime students. • Moreover, training ship is majority necessity in Myanmar. Presently, MMU is carrying out to become same and single syllabus in the field of Marine Engineering, Nautical Science and Marine Electrical Systems and Electronics. • Myanmar is trying hard to fulfill qualified and trained seafarers to become safe, secure operation of vessels for global maritime shipping industry. • Needless to say, Myanmar always thinks to be more participation, cooperation and collaboration with the initiatives of AMFUF and its member universities.
