Bilingual Department Mission Statement and Goals The Bilingual program in Franz Elementary is designed to prepare students to become bilingual and bi-literate in order to maximize their potential in a multicultural, diverse global society. Bilingual Philosophy and Program Model Franz Elementary as all bilingual campuses in Katy ISD has adopted a dual language program model with a philosophy to promote both Spanish and English as languages of equal value. The ultimate goal of the bilingual program is to enable students to become competent in the speaking, reading, writing and comprehension of the English language through the development of literacy and academic skills in the primary language and English.

Dual Language Program Guide • Goal 1: Academic-Students in the dual language program will perform at or above grade level in all academic areas in both languages. • Goal 2: Linguistic- Students in the dual language program will develop high levels of oral and written proficiency in both English and Spanish. • Goal 3: Cultural: Students in the dual language program will demonstrate positive cross-cultural attitudes and behaviors and high-levels of self-esteem. • How do we meet these goals? • Promote and commit to the dual language education model. • Recognize and communicate that Spanish and English are equally valued as useful and important languages. • Maintain high standards for academic achievement, equal to those of other students in the district. • Increase awareness of the effectiveness and benefits of a dual language education to the community. • Provide an ongoing professional development that upholds effective instructional methodologies and classroom practices that include: • Dual Language Theory and Knowledge • Second Language Acquisition • Balanced Literacy Instruction • Instructional models and strategies for ESL Language Arts • Differentiated Instructional Strategies
