National Radar System Effort • Long Range Radars (LRR) • Wind Turbine issues • Ongoing FAA / DOD / DHS Service Life Extension Programs can keep some of these operating in the near to mid term (FAA manages, DOD & DHS fund) • Cost of extending other systems • FAA transitioning from ground based primary and secondary radars to the cooperative GPS based Automated Dependent Surveillance – Broadcast (ADS-B) system • ADS-B vulnerabilities • Surveillance of non – ADS-B (non-cooperative) aircraft will still be needed • Issues debated at the JPDO forum
National Radar System Effort (cont) • Over the Horizon Radar (OTHR) Working Group • Collaboration with Australia • Multifunction Phased Array Radar (MPAR) Program – Congressionally mandated research task to evaluate MPAR as an alternative to conventional radar for the full range of current and emerging applications • MPAR could provide; • An effective complement to the FAA GPS system • Improved weather surveillance • Improved surveillance of U.S. airspace for potential threat • Wind turbine effects mitigation • DOD and DHS must take an active role in assessing emerging approaches to improving the Nation’s surveillance capabilities

DHS/DoD Sponsored Surveillance Summits • Establish a framework for a future looking interagency strategy for air and maritime surveillance in the United States . • Incorporate the non-cooperative surveillance needs of homeland defense and security agencies as fundamental components of the Federal Aviation Administration’s (FAA’s) cooperative-based Next Generation Air Transportation System (NGATS) . • Improve the existing maritime domain surveillance capabilities. • DHS Summit held in CO Springs, June 2007 • DoD Summit to be held at Andrews AFB, 20-21 Feb 2008
Policy Outbrief Themesfrom June Summit • Technology far exceeds policy – a concerted effort from all players must be initiated to catch policy up with technology – this may allow many needs to be met with systems/technologies that all can work to fund, develop and procure • Clarity of mission/jurisdiction – Since there are multiple key players in different departments and agencies, there is confusion regarding roles and responsibilities of each organization and a lack of business rules to facilitate cross talk between the organizations • The definition of surveillance needs to be expanded to include all facets of surveillance, to include cooperative/non-cooperative detection and tracking, weather detection and tracking, and etc.
