ERCOT's Recommendations for WGR Ramp Rate Limitations

Summary of ERCOT 08-16-2012 comments The current NPRR 460 language does not limit WGRs to 20% ramp rate limitation The measure on whether the WGRs followed the 20% ramp-rate limitation is based on 5 minute average ramp-rate If a WGR ramps to 100% in 30 seconds, the average ramp-rate would still not exceed 20% for the five minute SCED interval ERCOT therefore recommends that WGRs follow a per minute ramp-rate limitation of 20% of the installed capacity. However, given the possibility described below, ERCOT proposes that the maximum ramp rate in a single minute be capped at 25%. WGR control systems may not have the ability to limit ramp rate to precisely 20% in all one-minute intervals. When WGR control system is set to a 20% per minute ramp-rate limitation, physical factors beyond the control of the operator may cause the generator to momentarily exceed the 20% per minute ramp rate. Conventional generators are ramping to the SCED base-point over the full SCED interval (UDBP) Depending on the magnitude of curtailment, this imbalance may cause ERCOT to deploy Regulation and Primary Frequency Response to activate Example: with a 20% ramp limitation, a WGR previously curtailed to 60% of its HSL can reach its SCED base-point in 2 minutes compared to 4 minutes that other conventional Resources would generally take to reach their SCED base-point ERCOT Public
