Established a County Workgroup to develop internal processes to quickly identify both new and existing WTW customers suitable for placement in Subsidized Employment. Met with existing Job Services Vendors whose contracts contained provisions for the placement of WTW customers in subsidized employment to explore TANF ECF possibilities. Contractor Role . . . Job Services vendors will: be responsible for the marketing and development of subsidized employment (“Paid WEX”) positions; handle all Paid WEX orientations, pre-employment testing, placements, monitoring of customer participation/ progress, and ongoing employer communication; act as the “payroll agent” for all Paid WEX employees.
“Pre-TANF ECF” …phasing in Utilizing CalWORKs Single Allocation funds*, we established a Subsidized Employment program through our WIA for 150 WTW participants: …(30 of which are assigned to our county agency): Converted 100 CSP participants to Paid WEX. Placed 20 newly approved CalWORKs recipients who met “good candidate” criteria at WTW Orientation/ Appraisal. Placed 20 “pilot” referrals from Continuing Case Managers screened for Paid WEX placement. Placed 10 WTW participants who were in between activities to fill miscellaneous “special requests.” *Claimable to TANF ECF retroactively.
TANF ECF Future Plans… Anticipating placement of # 400 (minimum) Stanislaus County WTW participants in Subsidized Employment through September 2010. Claiming Subsidized Employment vendor contract $$ (CW Single) to TANF ECF. Documenting County staff time through Time Study codes to claim Admin and Non-Admin costs to TANF ECF. $6.5 mil $1 mil $2 mil $9.5 million Total Claimable to TANF ECF
TANF ECF Ideas to Explore… Looking into the possibility of connecting other WTW contracted activities with concurrent or subsequent Paid WEX assignment to maximize the claiming of contract $$ to TANF ECF: Vocational Training, Education, GED, and/or ESL Including Inkind Site Supervisor time as potential match for TANF ECF claiming. Establishing a collaborative “Job Development Team” to assist Paid WEX participants transition to permanent Un-subsidized Employment.
