  3. 1. Context  Acceleration of EFA  The need to mobilize all components of society  African Parliamentarians identified as major players in advocacy for education for Africa.

  4. 2. FAPED  Created in 2002  Objective: Contribute to the Achievement of EFA  FAPED Program:Promote advocacy in favor of education Improve the legal environment relative to exercise of the right to education Mobilize human, material and financial resources in order to impact on the process of universal provision of education

Objectives of Capacity Building Program  Build capacities for financial resource mobilization to promote education development  Strengthen skills in the monitoring, evaluation and optimization of the impact of resources in terms of education results  Strengthen initiatives in the area of advocacy for reforms  Perpetuate the program by establishing partnerships between Parliaments and the component national institutions

  7. Financing September 2005:MoU between WB/AFR, UNESCO/BREDA to cover financing to be provided under NETF in support of FAPED Actual Cost of Phase I: 168 979 USD

  8. Activities Two sets of activities:  Development of 7 training modules  Organization of two national seminars

  9. Training Modules Modules on by education in social and economic development  The status of education development in Africa  Analysis of trade-offs among education policy options (not yet developed)  Development and monitoring of sector-wide education development programs (Not yet developed)  Use of monitoring and evaluation methods to improve efficiency and equity in resources allocation and use, and to enhance quality of education outcomes Legal aspects of implementing the right to Basic Education For All (Not yet developed)  HIV/AIDS and Education

Training Modules Development  Modules prepared by national consultants with the participation of parliamentarians, by the Pôle de Dakar, by a consultant in Senegal, and by a BREDA staff member User friendly: adaptable to national contexts; easy to use by parlementarians for their own training session Accompanied by a trainers’ handbook Available in French and English

Training Modules - Approach  Highlight examples from African realities  Propose comparative analysis between countries  Foster sharing of experiences  Support participation in the elaboration of concise advocacy messages, geared towards the mobilization of various actors and stakeholders  Identify the parliamentarian’s role and relevant actions in the education secotr

Training Seminars Three seminars  Bujumbura, Burundi (Nov-Dec 2005) Environment of restoration of peace and establisment of nex democratic institutions; a newly elected National Assembly and Senate; president decision to make the challenge of free and compulsory basic education a national priority  The Gambia (May 2006)  Congo Brazzaville (Dec 2006)

Training Seminars Objectives  Ensure that parlementarians are more aware of the huge challenges involved in the realisation of EFA objectives  Are encouraged to support education funding in national budgets  Are provided with the arguments for advocacy that will be useful at the national and international level

Assessment of Phase I Recommendations of Vice-Presidents of FAPED  Modules not yet developed should be finalized  Program should be expanded to other countries  Training materials should be developed, printed and disseminated Recommendations  Implementation and expansion of program should be linked to gradual appropriation by the FAPED structures  Donors other than the World Bank and UNESCO/BREDA should be involved to strengthen implementation resources  Communication and publicity strategies should be developed to disseminate FAPED’s capacity building program and general activities.
