21st Century Learning Center AO Focus Group • Background • Learning Center is located in the basement of building 1 • Houses self-paced learning materials for employees to use at their own pace Project Goals Update the Learning Center to meet the needs of today’s GSFC workforce Make learning materials more accessible to learners

Background • In light of sequestration, any training requests that were not scheduled (i.e., externally documented, published, or identified in SATERN) by 1 March 2013, will receive increased scrutiny. • The definition of “scheduled” includes training that is published, externally documented, or identified in SATERN.
Sequestration Training Requirements • Does it meet mandatory certification or regulatory requirements? • Does it enable employees to meet the technical duties of their position? • Is the cost of cancellation 50% or more than the cost of continuing the training? • Is the training essential for mission success including training activities related to organizational effectiveness that impact project costs, schedule, and overall success; or is it a component of long-term mission critical development programs? • Is the training on going, sequenced (i.e., NASA FIRST, MLLP), and the cancellation of which would have an adverse, long-term impact on an employee (i.e., extended TDY), team, organization, or mission?
Training Programs Continued • During sequestration, GSFC will continue to conduct the following mission critical training programs: • Technical/Mission Critical training (e.g., Systems Engineering Education Development Program, Flight Projects Development Program (formerly known as PMDE), Science Engineering Collaboration Program, Technical Manager’s Training, Road to Mission Success, Procurement &Acquisition Training) • Leadership and Supervisory Development Programs (i.e., New Supervisor Training and LDEM A, B, and C) • Power and Privilege Training (i.e., Disability and Race) • Colloquia (i.e., Exploring Leadership, IT, Scientific, Engineering) and Special Emphasis Month Programs may proceed if there is no cost (e.g., speaker or travel) • FY 2013 APPEL Training that is scheduled per HQs guidance • CY 2013 Academic Investment for Mission Success Program
Programs Not Approved • During the sequestration period, the following programs will not be approved: • Non-mission critical training • High dollar training that would possibly have a negative external perception to taxpayers • All training/conferences at luxurious destinations • Any Civility “Community of Practice” training not procured • New academic education training requests for courses not approved via the AIMs process
Programs Placed on Hold • During the sequestration period, the following program will be placed on hold: • Leadership & Management Development Winter Call-External Training.
Training Request Approval Process • All training must be vetted through “Directors of” and OHCM regardless of the funding source in accordance with the policy for Review and Approval of Training. • This process ensures that the Center’s training investments are: • Strategically aligned with the Center’s mission. • Efficient by reducing redundancy and duplication of efforts. • Disseminated in a fair and equitable manner. • Reviewedfor appropriateness in terms of Federal, Agency, and Center Policies. • Meet the sequestration criteria. • For more information please visit the web site: http:\\ohcm.gsfc.nasa.gov\DevGuide\Policy\review\approval.html. 10/10

SF-182 Process • Address the sequestration criteria in the comments section of the training request. • OHCM requests the directorates manage the approval process, similar to the travel process. • By the time it comes over to our office, it should have an endorsement from your Directorate management 10/10
