The Call topics: bottom-up in terms of content and budget • Topics are described in a rather open fashion, less prescriptive than often under FP7, i.e. proposers can address the topics in a comprehensive way, in a focussed way or cover other issues relevant for addressing the topic • Call text provides an indicative budget range for research projects in order to indicate the average expected size of the proposal; however, any amount is possible, i.e. no eligibility criteria regarding the budget size

Description of the "topics" of the Work Programme • Specific Challenge: sets the context, the problem to be addressed, why intervention is necessary • Scope: delineates the problem, specifies the focus and the boundaries of the potential action BUT without describing specific approaches • Expected Impact: describes the key elements of what is expected to be achieved in relation to the specific challenge

INT-3: Europe's contribution to a value-based global order and its contestants (2015) Specific Challenge: propel the EU's contribution to global justice Scope: define criteria for global justice and contrast the EU's and other understandings of it and scrutinize their activities; identify if and how the EU contributes to a value-based global order Impact: advance critical reflection on and understanding of the EU as a value-based actor in global affairs; identify constraining and enabling factors for effective EU external action Type of action: EUR 1.5-2.5 million, other amounts possible

Excellence • Clarity of the objectives; • Soundness of the concept, including transdisciplinary considerations; • Credibility of the proposed approach; • Progress beyond the state of the art. • 2. Impact […] extent to which project outputs contribute to: • The expected impacts listed in the work programme under the relevant topic; • Enhancing innovation capacity and integration of new knowledge; • [Strengthening the competitiveness and growth of companies by developing innovations meeting the needs of European and global markets;] • Effectiveness of the proposed measures to communicate the project, disseminate and/or exploit the project results, and appropriate management of IPR. • 3. Quality and efficiency of implementation • Coherence and effectiveness of the work plan, including appropriateness of the allocation of tasks and resources; • Competences, experience and complementarity of the individual participants, as well as of the consortium as a whole; • Appropriateness of the management structures and procedures, including risk management.

SSH in Horizon 2020 • "Social sciences and humanities (SSH) research will be fully integrated into each of the general objectives of Horizon 2020." • Horizon 2020 draftregulation • Integrating SSH: two approaches • General Integration: All Societal Challenges, LEIT (Leadership in Enabling and Industrial Technologies) and activities under Excellent Science are generally open to SSH contributions in all their lines of activity and thus favour 'integrating SSH' as genuine interdisciplinarity ('integrating in the research problem'). • Dedicated Integration: In some Societal Challenges and parts of LEIT a specific SSH line of activity called 'the socio-economic dimension of...' is delineated, i.e. requires SSH research.

  11. SSH in Excellent Science • The European Research Council (ERC) is already a major funding source for investigator-driven frontier research. About 17 % of the ERC budget will be allocated to SSH under Horizon 2020. • Marie Sklodowska-Curie Actions (MCA) give opportunities for greater mobility and network building. The SSH share is 11-12%. • Several major research infrastructures in the SSH are supported by FP7/H2020: CESSDA, DARIAH, CLARIN, ESS, SHARE, InGRID. • SSH in Industrial Leadership • Strengthening the cultural and social aspects of innovation • SSH as a source of creativity in development of services and products • Societal aspects of new and emerging technologies (e.g. societal acceptance; citizens' participation in decision-shaping; ethical aspects; new technologies and changing lifestyles) • Business and management models

Example of SSH-relevant topics ('flagged') • Societal Challenge 3 'Secure clean and efficient energy' • Call EE 11–2014 • 'Socioeconomic research on energy efficiency’ • Foresight socio-economic activities informing the debate on the development and monitoring of energy efficiency strategies, taking a forward looking approach to the horizon 2030 and beyond. • Projects may also look at the evolution of social, economic, cultural and educational barriers. • Proposals should take gender issues into account whenever they are relevant and build on existing macroeconomics models as well as on the results of socio-economic sciences and humanities.

YOUNG-5: Societal and political engagement of young people and their perspectives on Europe (2014) Specific challenge: Exploring the perspectives of young people on Europe and the ways in which they engage in shaping its future is crucial for the long-term success of the European project; the EU Youth Strategy (2010-2018) aims to encourage young people to be active citizens; investigate how public authorities establish broad engagement with young people in democratic and public sector processes Scope: (a) examine how best to stimulate the societal and political engagement of young people; Scope: (b) Innovation actions on open participation and open engagement shall develop reusable service components, methods and applications to enable public authorities to quickly open their decision-making processes; Expected impact: (a) tackle the challenge of bringing the EU closer to its citizens; boost participation of young people in society, increasing the democratic accountability of the EU level (b) using the preferred communication channel of the young to foster engagement in public administrations' activities to increase trust and interest in political activities; enable public authorities to offer tools to citizens to participate in decision-makingBudget: (a) between EUR 1.5 and 2.5 million;(b) between EUR 1.5 and 3 million (total: EUR 5 million for part b)

REFLECTIVE-6: Innovation ecosystems of digital cultural assets (2015) Specific challenge: innovating digital tools at service of scholarship on cultural resources Scope: support and promote access to cultural heritage resources; develop technologies to support humanities research Expected impact: provide innovative and creative methods for approaching cultural assets, generate tools to access and exploit diverse European digital cultural heritage EU contribution: between EUR 2 and 4 million (other amounts possible); total budget: EUR 10 million (innovation action)

REFLECTIVE-7: Advanced 3D modelling for accessing and understanding European cultural assets (2014) Specific challenge: improve documentation of cultural assets via digital tools Scope: (a) Research on Cost-effective Technologies for Advanced 3D Modelling to Enhance the Understanding of Cultural Heritage (Research and Innovation Action) Target: New methods and tools for automated 3D modelling and analysis of physical cultural resources and assets beyond simple digital reconstruction. High-fidelity models of objects (surface; transparency; dimensions etc.) Potential areas: consolidation of imperfect data, spatio-temporal analysis, modelling/simulation of material degradation, joint reconstruction within and across collections, semantic-aware representation

  21. REFLECTIVE-7: Advanced 3D modelling for accessing and understanding European cultural assets (2014) Devise standard formats for the semantic-aware 3Dmodelling of Europe's cultural heritage for researchers and practitioners (Coordination and Support Action) Target: Extend or develop standard formats of 3D semantic-aware objects with a view to improve their archiving and reusability. The proposed formats should enable easy exchange and use of 3D models that have been acquired or generated by a wide range of devices or software. Expected impact: cost-efficient tools for modelling and understanding Europe's cultural heritage EU contribution: between EUR 2 and 4 million (other amounts possible), up to 2 million for part b; total budget: EUR 14 million

INSO-1: ICT-enabled open government (2014/2015) Specific challenge: integrate new technologies into government services Scope: a)Innovation Action (CP 70%, between EUR 1 and 3 million, other amounts possible): address at least one of sub-objectives: i)Pilots on personalised and mobile public services; ii)Pilots on transparency of public administrations b)Coordination and Support Action (CSA 100%): multi-disciplinary network to identify potential applications for their successful implementation in the public sector Impact: stimulate the creation, delivery and use of new, personalised public services, reduce the administrative burden of citizens and businesses and increase transparency of and trust in public administrations Budget: on (a): between EUR 1 and 3 million, other amounts possible; total budget: EUR 12.3 million (2014)

INSO-6: Platform for ICT for Learning and Inclusion (2014) Specific challenge: engage a large number of stakeholders on a dialogue and awareness process over the role, benefits, and issues of concerns on ICT for learning and inclusion Scope: develop platform to discuss digital tools for modernisation of education and training as well as fighting socio-economic exclusion; open to all practitioners and stakeholders; focus on decision making processes, objectives and priorities, share experiences Impact: generate awareness and wider participation in decision making processes related to the uptake of technologies in education, training and inclusion Budget: EUR 1 million, other amounts possible (indicative number of projects: 1) (CSA)
