Palestine - Demographic • From a health perspective OPt consists of two geographical areas- the West Bank (including East Jerusalem) and the Gaza Strip . • The West Bank is an area of 5,660 Km2 with a population of 2,580,167. • The Gaza is a densely populated area of 360 Km2 with a population of 1,588,691.

Background • The national health information system (HIS) has been identified as one of the priority areas in the Palestinian national health since 1994. • WHO is the technical supporter of HIS in Palestine.
Main HIS Institutional Bodies in Palestine • Palestinian Health Information Center (PHIC) is the official body responsible for the Health Information System in Palestine. • Palestinian Central Bureau of Statistics (PCBS) is the official body in Palestine responsible for statistics.

Indicators • The national health indicators address the three areas of health system domains: 1- Determinants of health a. socioeconomic and demographic factors . b. environmental and behavioural risk factors. 2- Health system Inputs: policy, financing, HR, organization and management Output: Information, service availability and quality Outcomes: service coverage and utilization. 3- Health status (mortality, morbidity and well being).

Indicators • The published indicators by the MOH include the MDG indicators: Goal 4: Reduce child mortality; Goal 5: Improve maternal health; Goal 6: CombatHIV/ AIDS, Malaria and other diseases; • The Reporting in Palestine is on the minimum set of core indicators occurs on a regular basis.

Health and disease records includingsurveillance: • A surveillance system exists for all of the leading causes for mortality, but for morbidity only for communicable diseases and some of Non communicable diseases. • The National Cancer Registry is located now in PHIC and has the information for the reported cases of cancer in the West Bank only excluding Gaza Strip.

Health Service Records: • The Palestinian Health Information Center (PHIC) is the official body that has a health service based information system, covering all governmental, NGO and private hospitals in West Bank (including east Jerusalem) & Gaza Strip. • The mechanisms at national and sub national levels for supervising are not documented.

Resource Records: • Infrastructure and health services: Palestine has a health facilities database for the West Bank and Gaza Strip that was updated in 2009 and includes information about the health services, human resources, availability of equipments and utilization and health statistics for all MOH health facilities and the NGOs. Private sector is not included in the assessment. (this database will update again this year 2012). PHIC in collaboration with WHO is available online data using the GIS system.

Dissemination and Use: • Analysis and use of information: • Still needed to improve the analysis and use of information in Palestine. • Graphs and maps are not widely used or updated at health facility and district levels. B. Information use for policy and advocacy: Still needs to be done to ensure that regular reports including information on a minimum set of core indicators are distributed to all relevant partners at least annually.
National HIS Priorities Eight priorities were identified in the HIS Strategy namely: Public Health Law and General Statistical Law Planning and Financing Data Management and Quality Information Products Surveillance Human Resources Management and Capacity Building Financing and Expenditure for Health Coordination
HIS in Palestine • Opportunities: • Strengthening HIS is considered as a priority in the National Health Strategy (2011-2013); • Endorsement of the HIS Thematic Group by Minister of Health; • Signing the Memorandum of Understanding between PCBS and PHIC; • USAID funded project flagship ; HIS component to strengthen facility based HIS systems; • Preparing of the National health strategy and logical frame using the tools such as those produced by the Health Metrics Network to assess the HIS situation and develop the strategy; • Threats: • Political unrest which draws attention and resource away from development projects; • Political split between West Bank and Gaza; • Difficulty of securing funds to implement the HIS action plan;
