Key Watershed Issues – • PROBLEMS– to be ‘fixed’, restored or improved • ‘Hot spots’ • stream channels, riparian buffers, wetlands that need restoration, enhancement, stabilization; erosion/sediment, flooding or storm water ‘hot spots’ • Specific sites/facilities • plant nurseries, farms, junkyards, WWTPs, etc. [Note: EEP mitigation projects don’t address point sources] • General (watershed-wide) stressors • land use practices and development pressures • Institutional barriers/weaknesses related to watershed protection • e.g., lack of local plans & ordinances related to buffers, floodplains, storm water, site development; or plans/ordinances that need strengthening
