War Powers Act Passed 1973 • 1973 Congress passes the War Powers Act to rein in the power of the president to make war. • President can send troops abroad but must inform Congress within 48 hours. • President needs Congressional approval to leave troops there for longer than 60 days. • It passes over Nixon’s veto.

President Jimmy Carter • A former peanut farmer and governor from Georgia, Carter was committed to humanitarian efforts around the world. • Appealed to Americans as an “Out of the Beltway” politician who could be trusted. • Born again Christian • Pardoned draft dodgers • Encouraged Americans to turn down their thermostats to save energy. • OPEC pushed oil prices up causing double digit inflation
