EAC Update……and Beyond Nelson Roberts SCDHEC June 4, 2008
EAC Efforts • 45 of 46 SC counties participated • Outreach and Planning sections targeted areas above the ozone standard • Local and regional participation was key to the EAC process
EAC Status • Areas with deferred nonattainment now in attainment • Greenville, Spartanburg, Anderson Counties • Lexington, Richland Counties • Part of York County in nonattainment
What now? • Celebrate for two days! • New ozone standard (0.075 ppm) • Seven counties (2004-2006 data) have monitor readings above the new standard. • Keep EAC momentum going………
BAQ’s Clean Air Initiative Capitalize on momentum generated by Ozone EAC Process Focus Areas (expanded definition) Staff from the Planning and the O&E Sections Three new regional staff positions (RPOs) and existing regional staff Public Participation Coordinator
Planning and Outreach Sections and RPOs • Serve as consultants to Council of Government (COG) areas • Provide air quality information • Help COGs identify emission reduction opportunities, set subsequent goals • Help develop and carry out plan for attaining those goals.
Public Participation Coordinator Expand public participation capabilities in the bureau and will work with Planning/O&E on attainment-related issues.
Consultation with COGs Meet with local stakeholders to discuss plans, goals and objectives, and assess their needs (from DHEC). Determine what DHEC staff resources we can offer. Provide relevant available materials/projects and research to support local plans and initiatives. Work to identify potential funding (grants), partners and other resources to support locals.
Plan of Action • Stakeholders identified and meet • Stakeholders form workgroups • Workgroups meet regularly • Group as a whole meets at least quarterly • Progress reports provided • DHEC Consultants stay heavily involved, but should not “drive” the process
Workgroups • Mobile Sources/Diesel • Regulation and Policy • Education and Outreach • Energy Efficiency • Others
Other DHEC efforts Develop mechanisms to share info with others. Develop feedback tool for tracking and reporting of events & resources, (The Control Measure Tracking System). Ensure staff expertise is available to local efforts (mobile sources, Car Care, B2@School, TABFTE, energy efficiency, grants, etc.) for existing and future projects.
Future Efforts Multi-pollutant Strategy • Ground-level Ozone concerns • PM 2.5 concerns • GHG/Climate Change • Future initiatives
Success… • Areas are now in attainment • Partnerships developed • Increased awareness and ownership of air quality issues • Momentum growing
