Martin Luther King Bridge Coupler • Based on a conceptual review and an assumed start date of 2011, the cost estimate is $410 million to $450 million • New 4-12’ lane parallel bridge • Provide 3-12’ lanes on existing MLK Bridge • Direct ramps to existing I-70 in MO • Direct ramps to existing I-55/70 near M.L. King Drive in East St. Louis
Martin Luther King Bridge Coupler - Advantages • Could be completed in the same timeframe as Relocated I-70 • No tolls • Removes I-70 from the Poplar Street Bridge • Expected to redistribute regional traffic and improve access to downtown St. Louis • New 4-lane bridge

Why This Alternative Now? • The original Mississippi River Bridge project is a comprehensive, regional improvement. If unaffordable, T-bill funding is in jeopardy . • The Martin Luther King Bridge Coupler is an affordable alternative to be considered.
Next Steps • Coordinate support of FHWA, MoDOT, City of St. Louis, E. St. Louis and other local agencies • Begin the Environmental Impact Statement process
Illinois MRB Project Funding Included in the District 8 portion of the FY 2007-2012 Proposed Highway Improvement Program are the following projects for the MRB project. This funding is a combination of federal and state funds. *Contingent funding refers to the need for additional federal funds in order to complete these portions of the project.

Illinois MRB Project Funding • District 8 has $924 million out of $10.4 billion of projects listed in IDOT’s FY 2007-2012 Proposed Highway Improvement Program. • These projects are funded using a combination of state and federal funds. • Revenue streams can be any one or combination of the following items: • Illinois motor fuel tax, Illinois motor vehicle registration, Illinois special capital funds and federal discretionary or formula funds.
Federal MRB Project Funding • Listed below is a brief description of each SAFETEA-LU earmark for the MRB Project. • SAFETEA-LU Legislation for Illinois: • National & Regional Significant funds $150 mil • #10 Mississippi River Bridge and related roads • Transportation Improvements funds $ 14 mil • #145 Construct new Mississippi River Bridge and related roads in the vicinity of East St. Louis • SAFETEA-LU Legislation for Missouri: • Highway Bridge Program funds $ 50 mil total (= 12.5 mil per year for 4 years) • (iv) to the State of Missouri for construction of a structure over the Mississippi River to connect the City of St. Louis, Missouri to the State of Illinois • Transportation Improvements funds $ 25 mil • #211 Mississippi River Bridge St. Louis, Missouri
