  2. The New Agenda (1)-”Earmarking” cohesion policy to the Lisbon agenda for growth and jobs -Supported by President Barroso and European Council-Finalising debate on Financial regulation and European regulations for 2007-2013 in the European Parliament.

  3. 2. The New Agenda (2) -Optional Lisbon linkage 60% for programmes under convergence objective and 75% under objective 2 regions (obligation) -Lisbon agenda target of all European regions -Combining the 7th Framework programme and regional policy

Aho Report • Report Aho, structural funds as an instrument for innovation and research capacity. • Innovation as an engine for businesses in Europe • Investments at three levels: to create market for innovative products, financial support R&D and improving structural mobility and adaptability of Europe. • Facets of `Multi-level governance’ for regional agglomerations. • Chances for sectors: E-health, farmaceutica, transport and logistical, environment and digital industry.

  5. 4. Reshaping the Regional policy (1)-Dutch approach “Pieken in de Delta” -”Hot spots” competing on an international level with regions (valleys) Technology valley, Health valley, Food valley, Energy valley -Unique combination of top-down (7FP) and bottom-up (Regional policy)

  7. 5.Reshaping the Regional policy (2)The results of Southeast Brabant-Eindhoven, Leuven, Aachen triangle-R&D intensity-a university among the top 10 in the EU-a structured approach to innovation (Horizon action plan) in the region-reaches 3% of R&D expenditure

  8. Successful programmes like: High Tech Campus Eindhoven, Sports and Technology, Incubator 3+, International community Eindhoven, Embedded House, Business and Technology Communities, Evoluon, etc.

  10. 6.Our experience:-Combining and using Regional funds and funds for R&D-Use of “open innovation” to exchange best practices and create mass-Creating Technological hotspots

Transition towards knowledge oriented regions:-No need for a “double speed” Europe-Focus on capacities, research and infrastructure gives the best opportunities for convergence regions.-Regions of knowledge exchange promising practices throughout Europe.-Balance between cohesion policy and competitiveness on a global scale-2007-2013 is the period of delivery

Nanotechnology: A large economy, but in nanoform • Nanotechnology covers a wide range of industries, and therefore the potential benefits are also widespread. • Healthcare could see improvements in skin care and protection, advanced pharmaceuticals, drug delivery, systems, biocompatible materials, nerve and tissue repair and cancer treatments. • Other industries benefits include catalysts, sensors and magnetic materials and devices

  13. 9. Challenge for the future: Energy Heating and Cooling • In Europe, heating accounts for an estimated 50% of total energy requirements. Demand for cooling is also increasing dramatically.

  14. 10. “Innovation: Is Global the Way Forward?” • China and India catch up with West Europe as most important R&D region. • Growing international innovation networks missing chances by bad supervision • The R&D Footprint of most companies is becoming more global, with China and India seeing significant grow. • Sectors that rely more heavily on complex knowledge that is difficult to move had less dispersed innovation footprints • Companies face serious difficulties assessing the value of new knowledge • The biggest benefit from optimising the configuration and integration of R&D networks is improving the speed of innovation

My message • Citizens involve in the debate: not “be all what you can be”, but “be want you want to be” (imagebuilding in the region) • To show appreciation of the commitment/European vision Playing field • Now perform for the region, acts on 2013-2020 • The European knowledge-based economy must land in the regions • Especially focus on regional characteristics
