  5. Required Supporting Documentation • Prior to submitting a request for re-classification, you must obtain local review and approval. The following support documentation is mandatory for all encumbered position reviews requests: 1. Local Coordination Form 2. Draft Core Personnel Document (CPD) or Standard Core Personnel Document (SCPD) (in word format) 3. Coversheet: (PDF version of the first page of the CPD/SCPD, signed and dated). By signing the coversheet the Supervisor is agreeing to the duties of the position prior to the classification process

  6. Required Supporting Documentation 4. Current Organization Chart: For supervisory or lead positions. The organization chart should clearly identify the location of the position within the organization and identify the direct lines of supervision. It must include the pay plan, series, and grade (PP-SRS-GRADE) for all civilians as well as the rank and AFSC for military. The MPCN should be identified for each position. 5. Standardized Audit Questionnaire: completed for all positions except when implementing an SCPD for a position with the same duties, pay plan, series, and grade 6. Local Coordination Process • Once all the above supporting documentation has been completed preceded to Step 1 for the local coordination process and approval: • Step 1: For Manpower Verification, submit the Local Coordination Sheet, draft CPD or SCPD and Org Chart through your servicing Manpower Office Representative.The Manpower Representative is responsible for ensuring the draft CPD or SCPD meets the intent of the position, reviewing the AFSC, Organization Chart and the MPCN authorization is assigned to the correct Organization and Organization Structure Code

  12. Bargaining Unit Determination • Bargaining Unit Determination (MEMORANDUM OF AGREEMENT LOCAL 1001 NATIONAL FEDERATION OF FEDERAL EMPLOYEES) • 1. INCLUDED IN THE BARGAINING UNIT. The unit to which this Agreement is applicable was established by Federal Labor Relations Authority (FLRA) case number 8-US-00001 and includes Air Force Fund Professional and Nonprofessional employees located at VAFB and serviced by the VAFB Civilian Personnel Flight (CPF) • 2. EXCLUDED FROM THE UNIT. All Nonappropriated Fund employees, managers, Supervisors, firefighters persons performing federal personnel work in other than a purely clerical capacity, and confidential employees are excluded form the unit

Submission • POSITION ESTABLISH/VACANT POSITION RECLASSIFICATION For submission to establish new positions and re-classification of vacant A Position Establish Request for Personnel Action (RPA) is required to be generated in Defense Civilian Personnel Data System (DCPDS). All RPAs are required to be routed to the 5ZDPC-BPR Inbox. • ENCUMBERED POSTION REVIEWS For submission for encumbered position reviews are submitted via the myPers Website https://mypers.af.mil/app/dynamicforms/display/form/12

  29. AFPC Classification General Information • Mandatory Use of Standard Core Personnel Documents (SCPDs) • SCPDs must be used for all applicable positions across the Air Force. If an SCPD exists that describes the role of the position, it must be used. If management does not use the SCPD, a waiver from the MAJCOM/A1 or equivalent must be obtained and submitted with the request. • Information on the waiver processis located on the myPers Website https://mypers.af.mil/app/answers/detail/a_id/24237

  30. AFPC Classification General Information • Re-look Policy: Once AFPC Classification has completed the classification process, no further action will be taken for a period of two years unless directed by higher headquarters directed mission change, reorganization, or third part decisions. • The rationale for an encumbered position review (EPR) must be sound and reference a signification mission change, AFI or PAD directed by the Air Force. An increase in volume of work does not constitute an upgrade or significant change to the position.

  31. AFPC Classification General Information • Current Unit Manning Document (UMD) data must match the position data and organization chart. If the UMD does not match, a Manpower Authorization Change Request Notice must be submitted for the updates through the respective Organization’s Service Manpower Office. Positions are required to be filled where assigned/funded on the UMD. • AFPC Central Classification has full classification authority with the exception of position management. The classifier evaluates the documentation, along with the applicable OPM standards and guidelines, to determine the appropriate pay plan, series, grade, and title.
