Ford’s Foreign Policy • Ford continued to carry out Nixon’s foreign policies with China and the Soviet Union • Met with Soviet premier Leonid Brezhnev. • About a year later, went to Helsinki, Finland and signed the Helsinki Accords – agreements that nations in Eastern and Western Europe cooperate better. • Considered Ford’s greatest accomplishment
Ford’s Foreign Policy • Southeast Asia – Cease fire from 1973 in Vietnam broke down • Ford asked for $722 million from Congress and Congress said no • South Vietnam surrendered to North in 1975
Election of 1976 • Ford was Republican nominee and Jimmy Carter was Democratic • Carter won with 40.8 million votes to 39.1 for Ford • Carter has to deal with an energy crisis – he tries to get Americans to cut use of oil and gas • Passed the National Energy Act that places tax on gas-guzzling cars
Carter’s Presidency • Other energy issues included getting rid of price controls on oil and gas produced in the US • Plus giving tax credits for developing alternative energy – name a few here…. • Led to depending less of foreign oil imports • Now for the economy…
Carter’s Presidency • Summer of 1979 more violence in Middle East leads to another fuel shortage in US • PLUS OPEC raises prices as well • Inflation goes from 7.6% to 11.3% in 1979 • Carter tries several programs to stop high inflation but none worked • Inflation creeps up to almost 14% by 1980 (which is an election year!!)
Carter’s Presidency • The economy itself changes – moves from manufacturing to service industries • Workers had to become re-trained in the new jobs to be able to earn the same income • If not, service jobs with lower skill requirements paid less
Carter’s Presidency • Foreign Policy with Carter • He worked to get the US to promote human rights around the world • Signed treaty to give Panama Canal back to Panama on 12-31-1999 • Détente ended in 1979
Carter’s Presidency • Middle East victories and losses • Camp David Accords • Israel and Egypt signed agreement 1978 – terms included Israel withdraws from Sinai Peninsula and Egypt formally recognizes Israel's right to exist as a country • The Iran Hostage Crisis • Jan. 1979 revolution in Iran, Ayatollah leads rebels in overthrowing the shah and creating a strict obedience to Qur’an – sacred book of Islam
Carter’s Presidency • The US Embassy was attacked on 11-4-1979 • Hostages were held for 444 days • Released on 1-20-1981, right after Regan was sworn in as president
