Gerald Ford • Comes into the presidency after Watergate had scarred the publics faith in government • Suffering from most severe economic problems since the Great Depression • Most known for pardoning Nixon • Meant to heal the wounds, but had the opposite effect • “Stagflation”- inflation, even though the economy wasn’t getting better
Ford Foreign Policy • Helsinki Accords- put the nations of Europe on record in favor of human rights • SALT II- limit nuclear arms production • Cambodian Genocide- U.S. did not intervene • South Vietnam falls to North Vietnam, becoming completely communist
Jimmy Carter • Considered a “Washington Outsider” • Very inexperienced, had no party ties • Wanted image of “citizens’ president” • Granted amnesty (political pardons) of draft evaders • Help nation move beyond the issue • Also, had the opposite effect for many • Dealt with continued recession, oil crisis
Carter Foreign Policy • 1979- USSR invaded Afghanistan • U.S. withdrew SALT II and imposed sanctions on the Soviets (including U.S. boycott of the 1980 Summer Olympics in Moscow) • Developing countries- focus on expanding human rights • Work with countries who treated their citizens well • Cuba lifts ban on travel to U.S.—with a catch • Returned the Panama Canal Zone to Panama
The Middle East • Camp David Accords • Carter negotiated a historic peace agreement between Israel and Egypt • Iran Hostage Crisis • U.S. supported the Shah (emperor) of Iran • 70’s opposition to the Shah in Iran grew • Ayatollah Khomeini took power • Carter allowed the Shah to enter the U.S. • Iranian radicals invaded the U.S. Embassy and took 66 American hostages
Iran Hostage Crisis (cont.) • Held from November 4, 1979 to January 20, 1981 (444 days) • The episode reached a climax when, after failed attempts to negotiate a release, the United States military attempted a rescue operation • On April 24, 1980, Operation Eagle Claw resulted in a failed mission, the deaths of eight American servicemen, one Iranian civilian, and the destruction of two aircraft.
Iran Hostage Crisis (cont.) • On July 27, 1980, the former Shah died • In September, Iraq invaded Iran • These two events led the Iranian government to enter negotiations with the U.S. • The hostages were formally released into United States custody the day after the signing of the Algiers Accords, just minutes after Ronald Reagan was sworn into office
